Update For Local Road Repairs - Jamaica & Beachler

Jamaica Road resurfacing project is set to begin on Monday, July 24, 2017.  Crews will be milling and repaving while maintaining traffic.  Expect delays in this area on Monday while the project is completed, weather permitting.

Clay Street Temporary Closure - 7/20/17

Clay Street will be closed today for main gas line replacement at approximately 501 Clay Street.  This closure will be between Park Drive and John Street with work taking place in the bend on Clay Street.  Duke Energy & Miller Pipeline will be making these repairs and hope to have the street back open early in the afternoon.

2017 Gun Raffle - Carlisle Fire Auxiliary

Tickets $10 each, 500 tickets to be sold
Tickets are sold by the Carlisle Fire Department and are available now on a first come, first served basis.  Anyone interested in tickets can contact Chief Joel Holbrook – jholbrook@carlisleoh.org

Rules: All tickets eligible for each of the 4 drawings.  Drawings will be held on every Monday in November. Winners will be notified by phone.  Winners MUST be able to pass all required State and Federal background checks in order to take possession of the gun.  All winners will be given a cash option in lieu of the gun.  Decision on cash or gun option is final and must be determined upon notification.  All winners will be required to obtain gun certificates at the FFL Dealer. Cash option will be arranged for issuance by the CFA and the winner. The Carlisle Fire Auxiliary is not responsible for any incidental or optional charges incurred by the winner or the FFL Dealer. All gun prices are MSRP and may not reflect the actual cash option given.  All members and family of the CFA are eligible for the raffle and prizes awarded.

Facts On Proposed Cultivation Facility

​Carlisle Council recently approved a parcel in the southeastern portion of the Carlisle Business Park as a tentative site for a medical-marijuana cultivation facility.  Their decision has gained some attention by members of the press, community, as well as the surrounding area.  Although some individuals have expressed either full support or complete opposition on this often controversial topic, many are wanting to understand exactly what has been approved to be built within the Village limits and what does that mean to their families.

THE FACILITY
The building will be built on approximately 10 acres in the Carlisle Business Park.  This particular lot was chosen because it did not abut any residential properties and would be partially obstructed from view on Central Avenue by existing businesses as well as the gravel pit.
This site is the only place in Carlisle that Council has allowed for a cultivation facility.  All other properties in Carlisle are excluded by the current moratorium.
The sale of the land to the proposed business is completely dependent upon their ability to obtain one of the twelve Level I cultivators licenses available by the State of Ohio.  If they are not awarded one of these limited licenses, then the contract is null and void. 
The proposed building will be 25,000 sq ft but could be expanded to 75,000 sq ft after September 2018 with approval by the State of Ohio.
All of the plants will be grown inside a window-less, solid building under grow lamps.  The building will have minimal markings so that it will not be apparent to a by-passer what is contained in the facility. 
As required by the State of Ohio, the site will have state of the art security systems which include 24/7 video monitoring  as well as on-site security during hours of operation.  The Carlisle Police Department is aware of the proposed security plans and do not believe that it will place an undue burden on the department or require additional personnel.
The plants will be individually monitored from seed to cultivation for both security and scientific purposes.

THE PRODUCT
​The proposed facility will be used to cultivate or grow the product for medical use only.  The grown product will be transported to an approved processing facility that will transform the plant into a usable medical form. 
The product cannot be sold or distributed to an end user for any reason—only to a processing facility.  Although the State of Ohio will eventually allow dispensaries throughout the state, the law indicates that it is illegal for a cultivator or processor of medical marijuana to also be a dispensary.
The end product of medical marijuana is not the same as the end product of recreational marijuana.  The components in recreational marijuana that produce the “high” effect are minimized or not used at all in the production of medical marijuana.
THE LOCAL BENEFIT
​The agreed purchase price of the land will pay off a long-existing debt associated with the Carlisle Business Park which will free up money in the budget that could be used for public services such as supporting the Carlisle Police Department. 
The facility will initially bring 20-25 new jobs into the Village which will provide an on-going economic benefit through income tax collection and utilization of our sewer and water systems.
The State of Ohio has set very high financial and infrastructure standards for the medical-marijuana business.  Should the company succeed at acquiring a cultivation license, the facility will more than likely be the most regulated and secure facility in the area.
