Not all projects require a permit. This page shows some of the more common residential projects, and can be used as a guideline to see if a project may or may not require special permits. Antennas
Antennas are only permitted to be used on a lot that contains a principal structure and is only allowed to be placed in the rear yard. The antenna in only permitted as a free-standing structure and cannot be closer to the rear and property lines than the height of the antenna. Homeowners may seek a permit allowing them to temporarily place a satellite antenna on their property to ensure that the antenna will perform properly.

Driveways shall be installed with a hard surface, such as asphalt, concrete or brick that is of sound construction and properly maintained to prevent cracking, crumbling, separation and water penetration.

A zoning permit is required for the installation of any fence in the Municipality of Carlisle. When located in a front yard, a fence may have a maximum height of forty-two (42) inches and must be at least seventeen (17) feet from the edge of the road or ten (10) feet from the right-of-way line, which ever is further. Fences placed in the front yard are limited to decorative-type fencing including wrought iron, picket, or split rail styles. A chain link or privacy fence is prohibited in the front yard. Properties located on a corner lot are considered to have two front yards. Fences in the side or rear yard may have a height of up to seven (7) feet and may be a chain link or privacy fence. Any fence that is installed in the front yard, side yard, or rear yard must have the finished side facing toward the adjoining properties. As a reminder, always be aware of where your property lines are located before a fence is installed. The municipality cannot determine the location of any property line. If you have any question where your property lines are located, we encourage you to have your property surveyed.

An accessory building/structure includes a detached garage, storage shed, gazebo and pool house. If a building or structure has a permanent foundation, it cannot be located within any easement. Likewise, an accessory building/structure must not exceed a maximum height of sixteen (16) feet unless it is located on a lot of at least one (1) acre. Accessory buildings or structures are typically located by homeowners in the rear yard which requires a five (5) foot setback from any property line and cannot connect to the principal structure in any manner. The maximum number of accessory buildings allowed on a property is two (2).

An accessory building/structure includes a detached garage, storage shed, gazebo and pool house. If a building or structure has a permanent foundation, it cannot be located within any easement. Likewise, an accessory building/structure must not exceed a maximum height of sixteen (16) feet unless it is located on a lot of at least one (1) acre. Accessory buildings or structures are typically located by homeowners in the rear yard which requires a five (5) foot setback from any property line and cannot connect to the principal structure in any manner. Garage Sale
Garage sales may be held for up to four (4) consecutive days with a maximum of four (4) sales within a twelve (12) month period. A sale cannot begin prior to 8:00 AM and must end by 8:00 PM. Signs may not exceed nine square feet, and may be placed on or off the premises on private property, with prior permission of the property owner. No sign should be placed so as to present a hazard to motorists or pedestrians. Items for sale, display signs, and other materials relating to the sale should be removed from public view no later than 8:00 PM on the last day of the sale. A recreational vehicle includes a motor home, travel trailer, camper, boat, jet ski, and other similar vehicle for recreational purposes. A recreational vehicle or a utility trailer may be parked in the side or rear yard of a residential property. Vehicles parked in the side yard must be placed on a driveway or similar surface that is at least the same dimensions of the vehicle place upon it. Residents may store on their property one recreational vehicle, one boat, and/or one utility trailer at any given time. A recreational vehicle or utility trailer may be temporarily parked (72 hours) for loading or unloading purposes in the front driveway. All vehicles and trailers stored on the property must have current license plates unless they are parked in an enclosed building.
