UTILITY SERVICES FAQ Trash (including recycling and yard waste) is picked up on Tuesday mornings throughout the City of Carlisle. Trash service begins very early in some subdivisions, therefore residents are asked to have all items at curbside the night before scheduled pick-up. Waste may be placed in any designated waste receptacles (53-gallon maximum size). No boxes or drums should be used as trash containers. Rumpke provides an optional 95-gallon wastewheeler that may be used for trash collection. Please see the Utility Pricing Schedule for the charge associated with this optional container. Rumpke currently observes two holidays – New Year’s Day and Christmas Day. Trash service will be delayed one business day for each of these holidays. The remaining holidays do not affect trash service, even if they fall on the normally scheduled pick-up day.
The Carlisle Utility Office bills residents and businesses on a monthly basis for all sewer, trash, and water services. All bills are due on the 10th of each month or, if the 10th falls on a non-business day, all bills are due the last business day prior to the 10th. Bills are generally created approximately 2-3 business days following the due date for the next billing period. Payment received after the close of business on the billing due date are assessed a 10% late charge. Timely payments are determined by the date received not by the post-marked date. Therefore, it is recommended that payments be made in person rather than mailed if submitting payment close to the due date. An after-hour payment slot is located in the north side of the building facing the parking lot. When using this box, please place the utility bill and payment in a sealed enveloped marked "Utility". This will help ensure that your payment is not accidentally separated from your bill in the mailbox. Water and trash service are billed for the current period. That is, billed service is for the period of the 11th of the current month through the 10th of the following month (billing due date). For residents on the public water system, meters are read monthly on the first of each month and are included on the next billing statement.
Does Carlisle offer curbside recycling? Curbside recycling is offered to all residents at no additional charge. Recyclables are collected by a separate truck and should be placed in the 14-gallon recycling bin provided by Rumpke or packaged separately and labeled as recyclable material. Since recycling is collected by a different truck, it is not uncommon for the pickup of your trash and recycling to be several hours apart. Use the following guidelines to determine what can and cannot be recycled. Any items noted as not recyclable should be disposed with your regular trash. Newspapers and Mixed Paper: The below items should be placed in brown grocery sacks or flattened into 2’ x 2’ bundles and placed inside or beside your recycling bin. Newspapers and glossy ad inserts. Magazines Catalogs Telephone Books Paperboard boxes (cereal, snacks, etc.) Junk mail (direct mail, window envelopes, flyers, etc.) Soft drink and beer cartons. NOT ACCEPTED: Pizza boxes. Plastics: Remove all caps or lids and rinse out containers. Crush plastic containers to conserve space in your bin. Only plastics containing the number 1 or 2 recycling logo are currently accepted – such as plastic milk containers, soft drink, shampoo, laundry, and detergent bottles. NOT ACCEPTED: Wide-mouth containers (margarine bowls, whipped topping containers), plastic flatware, cassette and compact disc cases, children’s toys, oil jugs, plastic bags, plastic buckets, garden hoses, and Styrofoam packing peanuts. Glass: Remove all caps and rinse out. You do not have to remove paper labels. Clear, brown, green and blue food and beverage containers and jars are accepted. NOT ACCEPTED: Window glass, mirrors, light bulbs, drinking glasses or mugs, and oven/cooking glasses (Pyrex). Beverage and Steel Food Cans: Rinse and drain before placing in bin. Aluminum cans. Steel soup cans. Food cans. Empty aerosol cans. NOT ACCEPTED: Pots, pans, coat hangers, and scrap steel. Gable-Top Cartons: Rinse and drain before placing in bin. Paperboard cartons containing such items as milk, juice, non-dairy creamers, fabric softener, and egg substitutes. Drink or juice boxes. NOT ACCEPTED: Frozen food cartons, frozen juice concentrate containers, straws, wax-coated products (yogurt cups, waxed paper).
Can we set out large items for trash pickup? Bulk items may be set out curbside with your regular weekly trash collection. Depending upon the items to be picked up, a few guidelines should be followed when setting out large items: Any bulk items that may contain freon (such as air conditioners or refrigerators) must be serviced by a CFC/HCFC removal technician before Rumpke can pick it up. Many heating and air conditioning service companies can provide this service. Contain the Carlisle Utility Office directly for further information at 746-0555. Carpet can be accepted in 4’ x 2’ diameter rolls. The rolls should be tightly tied or taped and should weigh no more than 50 pounds per roll. Small amounts of residentially generated construction demolition debris will be accepted. Construction items must be bundled, bagged or containerized and reduced to 4’ or under sections. Large items that will not be picked up include major automobile or truck parts such as engines, hoods, and transmissions. Also, commercially generated construction debris, barrels and drums are not acceptable for curbside pickup. It is not uncommon for a separate collection truck to pick up large, bulky items. Therefore, do not be alarmed if large items remain a few hours after your regular trash has been collected.
How do I dispose of yard waste? Yard waste will be collected on the same day as regular waste and recyclables using the following guidelines: April through November: · Yard waste will be handled separately from the regular waste. During these months, it will be collected in a separate truck or compartment and should not be mixed with your normal waste.· You should use either yard waste bags or designate a separate rigid container for your yard waste.· Each designated container should be clearly labeled as containing yard waste.· Free yard waste labels can be obtained at the Carlisle Utility Office.· Containers cannot weigh over 50 pounds.· Plastic bags may not be used to dispose of yard waste.· Brush should be placed in bundles no larger than 2’ x 4’.December through March: During these months, yard waste may be included in regular trash. Between January 2 and January 8, Christmas trees will be collected. Place your tree curbside on your normal collection day during this period. Limbs larger than 6" in diameter as well as loose material will not be accepted for pickup. There is no special collection made for leaves. Leaves should be placed
in designated yard waste containers or yard waste bags.
How can we dispose of hazardous household waste? Household paints can be disposed of with residential trash if the paint is completely dry and in a solid form. For latex paints, remove the lids and let the paint completely dry. Oil based paints require a few additional steps. Take a trash bag and place crumpled up newspaper in the bag. Then drizzle the paint over the newspaper. Continue with layers of newspaper and paint until the can is empty. Put the can in the trash bag, close, and set it out for the trash service. In the past, the Warren County Solid Waste District has held Recycling Rallies to collect various household hazardous wastes (i.e. motor oil, antifreeze, etc.). However, in 2002, no such collections occurred. Because such items cannot be disposed of in municipal solid waste landfills, they must be collected and disposed of separately from your curbside waste. The Warren County website lists several area outlets which accept many common household hazardous wastes for free or a reasonable fee. The website contains recycling information for such items as: antifreeze/coolant, batteries, electronics, fluorescent lamps and ballasts, motor oil, freon and tires. We just moved to Carlisle. How do we establish trash and water service? When moving into a new home, please contact the Carlisle Utility Office at (937) 746-0555 (ext. 5) to establish service. Sewer and trash services are billed on a flat-rate basis. The Carlisle Utility office does not create a "final" or partial billing to the previous owners. Please note that by City Ordinance, past due utility bills stay with the property not the previous owners. Therefore, it is important to check on the utility account prior to closing on your home so that any arrearages or payment of the last billing can be negotiated prior to moving in.
