CITY OF CARLISLE
COUNCIL MEETING MINUTES
August 24, 2004
The regular meeting of the City of Carlisle was held this evening, August 
24, 2004 in the Town Hall with Mayor Jerry Ellender presiding. The meeting 
opened at 7:00pm with the Pledge of Allegiance.

Roll call: Mr. Dennis Bowles, Mrs. Carry Branson, Mayor Jerry Ellender, Mr. 
Randy Winkler, Mrs. Jennifer Long, Mrs. Mary Ann Thompson. Absent was John 
Ransom

Mrs. Branson made a motion to excuse Mr. Ransom due to illness. Seconded by 
Mrs. Thompson.

Roll call: Mr. Bowles, aye; Mrs. Branson, aye; Mayor Ellender, aye; Mr. 
Winkler, aye; Mrs. Long, aye; Mrs. Thompson.

The minutes of August 10, 2004 were presented to council for consideration. 
Mrs. Thompson made a motion to approve the minutes as presented. Seconded 
by Mrs. Branson.

Public Hearing: Greg Wallace introduced Mr. Nevin Markle, Chairman of 
Construction for the Middletown Area Habitat for Humanity. The Habitat for 
Humanity is a none profit Christian housing organization that offers needy 
families a hand up not a hand out to owning their own home. Each partner 
family is responsible for 500 hours of labor on their own home or some other 
habitat project. They also receive a 15 to 20 year interest free loan which 
they will start paying when their house is completed. Mr. Markle stated they 
were looking at the condemned property at 660 Michael, owner is Bernie 
Eichholz. If the Habitat for Humanity takes on this project they will be 
looking at doing a major reconstruction of the existing house both inside 
and out. First wanted councils opinion regarding the project, then the 
final decision will be made with Tri. Volunteers may call Tri State Habitat 
in Hamilton if interested.

Council Report: Mrs. Branson asked if maintenance could mow lower Carlisle 
road so as to look as nice as the township side. Mrs. Branson questioned the 
rules about a homeowner having a miniature horse on their property this 
animal does not eat grass. Mr. Townsend stated he would e-mail her regarding 
the ordinance. Mrs. Branson stated there are weeds 36 inches tall at the 
Toddler Park and asked if these could be cut.

Mrs. Thompson questioned the rules for a home owner having chickens on their 
property. There is a homeowner on Beachler Road who has some.

Mrs. Long congratulated the Fair committee on a successful year.

Mrs. Thompson thanked the city’s police, fire and maintenance for all of 
their help. They were visible the whole time.

Mayor Ellender thanked the city employees and announced that everyone had a 
good time.

Mayor’s Report: Mayor Ellender announced that Franklin has released the 
merger documents. Staff held a meeting regarding the impact this could have 
on the city. The biggest impact will affect the fire department, we would 
be losing the Franklin Township money plus a station and some equipment. 
The Fire Chief has asked for the Adhoc Committee which is Randy, Dennis and 
John to meet with them on Tuesday, August 31, 2004 at 7PM here at Town Hall. 
Staff would like to make a presentation on the financial impact the proposed 
merger will have on the Fire Department.

A RESOLUTION AUTHORIZING CITY MANAGER TO PREPARE AND SUBMIT AN APPLICATION 
TO PARTICIPATE IN THE OHIO PUBLIC WORKS COMMISSION STATE CAPITAL IMPROVEMENT 
AND/OR LOCAL TRANSPORTATION IMPROVEMENT PROGRAM(S) AND TO EXECUTIVE 
CONTRACTS AS REQUIRED AND DECLARING AN EMERGENCY.

Discussion: This is for phase 5 for the reconstruction of 123, the emergency 
is that this needs to be presented by September 24th. The city is second on 
the list.

Mr. Winkler made a motion to suspend the rules and require the resolution to 
be read on three separate occasions and have the resolution read by title 
only. Seconded by Mrs. Thompson.

Winkler, aye; Mrs. Long, aye; Mrs. Thompson, aye.

Mrs. Branson made a motion to adopt the resolution, seconded by Mrs. 
Thompson.

Resolution passed of this date will be entered into Resolution Record Book 
as 10-04.

AN ORDINANCE ESTABLISHING THE SR123 RECONSTRUCTION FUND, PHASE 1V, FUND 412; 
AND, AUTHORIZING THE DEPOSIT AND EXPENDIUTRES OF FUNDS FROM THIS ACCOUNT.

Discussion: was on for the first reading will be on next agenda for the 
second reading.

A RESOLUTION AUTHORIZING AN AMENDMENT TO SECTION 5 OF THE CITY OF CARLISLE 
PERSONNEL RULES AND REGULATIONS MANUAL.

Discussion: was on for the first reading this will be on the next agenda for 
the second reading.

A RESOLUTION AMENDING SECTION 11 OF THE PERSONNEL RULES AND REGULATIONS 
MANUAL.

Mrs. Thompson made a motion to adopt the resolution, seconded by Mrs. Long.

Roll call: Mr. Bowles, aye; Mrs. Branson, aye; Mayor Ellender, aye; Mr. 
Winkler, aye; Mrs. Long, aye; Mrs. Thompson, aye.

Resolution passed of this date will be entered into Resolution Record Book 
as 11-04.

There being no further business Mrs. Thompson made a motion to adjourn 
seconded by Mr. Winkler.
