The regular meeting of the City of
Carlisle was held this evening, November 28, 2006 in the Town
Hall with Mayor Jerry Ellender presiding. The meeting opened
at 7:00 PM with the Pledge of Allegiance.

Jennifer Long, Mrs. Mary Ann Thompson, Mr. Tim Humphries.
The minutes of the Council Work Session
held on November 11, 2006 was presented to Council for
consideration. Mrs. Long made a motion to table minutes of the
Council Work Session, for corrections and clarifications.

The minutes of the regular meeting held
on November 14, 2006 was presented to Council for
consideration. Mrs. Thompson made a motion to amend the
minutes as presented. Seconded by Mr. Bowles.
Amended items were: Public forum
section: “we cannot refuse to sell the property to the
people”. Mayor’s Request changed to Mayor’s Report. Medium
changed to Median.

Public Forum: no one in attendance.
Council Report: Mr. Winkler stated
regarding the RR Quiet Zone in behalf of the citizens would
like to see the city pursue zones with state funding.
Mrs. Thompson/Mr. Humphries both had
phone calls saying we should not pursue the quiet zones. Also
Mr. Bowles in agreement.
Mrs. Thompson wanted to remind the
citizens about the food drive.
Mrs. Branson wanted to remind the
citizens regarding the tree lighting service, Monday, December
4th at 7:00PM and December 9th the
Santa’s Breakfast at 9AM.
Mr. Bowles asked about leaf removal. Mr.
Townsend stated this is now being contracted. Mr. Bowles asked
about the street vacuums for the next year for contracting
out. Mr. Townsend believes this is not something we should
pursue.
Mr. Humphries wanted to thank everyone
for him being appointed – today marks his 1 year anniversary
as a council member.
Mayor’s Report: Mayor stated he should
have abstained from vote on the Debello Masonry sale due to
having a client relationship.
Would like to have a citizens fire
committee – suggestion for members. Mrs. Thompson recommended
Sonny Lewis. Would like to have 5-7 people to serve on the
committee. Would be an advisory committee.
Managers Report: The deal with the house
is final – there will be no more offers.
A RESOLUTION AUTHORIZING THE MANAGER TO
SIGN CHANGE ORDER NUMBER THREE WITH G.S. STANG FOR THE STATE
ROUTE 123 RECONSTRUCTION PROJECTS, PHASE IV.
Mrs. Branson made a motion to suspend the
rules that require the Resolution to be read on three
occasions and have the resolution read by title only. Seconded
by Mrs. Thompson.

DURING THE FISCAL YEAR ENDING DECEMBER 31, 2006, AMENDMENT
NUMBER 15.

Discussion: Was on the agenda for second
reading and will be on the next agenda for the third reading.
AN ORDINANCE AMENDING CHAPTER 840
PEDDLERS AND SOLICITORS OF THE CITY OF CARLISLE CODIFIED CODE
OF ORDINANCES.
Discussion: Was on the agenda for second
reading. Discussed requirements for business vendors; license
fee and surety bond requirements; this also applying to ice
cream vendors. Possibly consider exempting them from the
surety bond or change surety bond to requirement of proof of
insurance. Questioned Schwans dealers – touchy situation- need
to be reviewed further.
