COUNCIL MEETING MINUTES
April 10, 2007

 

The regular meeting of the City of Carlisle was held this evening, April 10, 2007 in the Town Hall with Mayor Jerry Ellender presiding.  The meeting opened at 7:00PM with the Pledge of Allegiance.

 

Roll call: Mr. Dennis Bowles, aye; Mrs. Carry Branson, aye; Mayor Jerry Ellender, aye; Mr. Randy Winkler, Mrs. Jennifer Long, Mr. Tim Humphries, and Mrs. Mary Ann Thompson.

 

The minutes of March 27, 2007 were presented to council for consideration. Mrs. Branson made a motion to approve the minutes as amended. Seconded by Mrs. Thompson.

 

Roll call: Mr. Bowles, aye; Mrs. Branson, aye; Mayor Ellender, aye; Mr. Winkler, aye; Mrs. Long, aye; Mrs. Thompson, abstained; Mr. Humphries, aye.

 

Public Forum: Mr. Lynn Tankersley, 850 Easter Drive, asked about the RR Warning Whistle- Mayor stated was more questioned the proposal of expenditures for the proposed facilitator, Don Vermillion, for the goal session. Mr. Tankersley stated he felt that paying $1,000 for a ½ day session is two much money when the council held a session a few years ago and should do a summary first on the issues from that session then if you felt Mr. Vermillion is needed, schedule with him.  Mayor stated this should be a process which is done annually. Mr. Tankersley felt that the Planning Commission and Chamber of Commerce should be included in this process; changes needed are for the Police Department and Fire Department.   Tax Payers are weary of city wasting money.  Plans are to identify certain area problems and then to implement plans.   Mayor suggested council to meet on their own and review the last goal session plans. Mr. Tankersley stated the charter is structured to make the planning commission a part of this review. Mr. Tankersley stated a message was sent by the citizens when the levy failed the last time and would caution council on spending. 

 

Mr. William Donahue, 780 Hillcrest, stated was very impressed with the city and the cemetery across the street, the unknown soldier, and early settlers all properly marked.  Being a veteran and proud to live in this city, was dismayed to find there is no mention of  Pat Long in the City Hall. Would like to see a plaque or portrait in his honor. Mr. Donahue stated he would pledge $100 toward this being done.  Also questioned if Carlisle was going to erect a cell tower in the city . Mayor stated we have restricted cell towers in our ordinances where they could be erected in an Industrial Zone. Mr. Bowles stated he would like to see this referred to the Land and Street Committee. Jennifer Long is Chairperson.

 

Mayor’s Report: Mayor stated he had a call regarding two homes vacated on Dalton Avenue and they have been vacated for two years.  Mr. Townsend stated would check with Maintenance Property on this issue.

 

Manager’s Report:  Mr. Townsend announced that the new Wal Mart Store has scheduled a tour for Franklin and Carlisle council for April 13, 2007 at 3PM.  Anyone interested please contact Flo.

 

Due to access of tires the city has contacted Rumpkee to help residents get rid of tires in the City limits.  Charge is $150 for a roll off which will hold 150 tires or 500 tons.   Service Dept will go around on a Saturday and pickup everyone’s tires and load.

 

Finance Committee to meet next council meeting at 6pm for the 1st quarter results.

 

Mr. Townsend stated kept council aware of property being sold on Eagle Ct. Construction; this is underway at this time.

 

Tim Humphries stated that he walked Debello property and there is a guardrail down.  Debello placed a mound for pine trees to be erected.

 

Maintenance is in need of a sewer jet machine, this is an important machine for the service department. The last one was bought used and the life expectance is around 20 years.  They are not cheap and will cost approximately $50,000-$60,000.  Looking at some bid contractors for pricing. This machine is used cleaning out pipes, breaking up blockage.

 

Committee Report: Mayor is asking for people to serve on the Charter Review Committee.  Mayor asked Mr. Tankersley to serve and he stated he would.

 

New Business: Fire Chief Greg Wallace gave a presentation related to Rail Road Days. Chief Wallace stated the Fire Department would be happy to shadow them along with helping out and supporting the Fair this year and next year the Fire Department would take over as long as Mr. Diver and Mrs. Leagues could be called on for their expertise the following year.

 

Mrs. Long commended the Fire Department for stepping up to help.  Mrs. Thompson stated this is an extreme asset to the city, and this is the only festival available.  Mr. Diver and Mrs. Leturzus was extremely pleased

 

AN ORDINANCE TO MAKE REAPPROPRIATION/SUPPLEMENTAL APPROPRIATIONS FOR CURRENT EXPENSES AND OTHER EXPENDITURES FOR THE CITY OF CARLISLE, DURING THE FISCAL YEAR ENDING DECEMBER 31, 2007, AMENDMENT NUMBER 4.

 

Discussion: Placing money back from Reimbursement of travel of the Police Chief and reserve officer’s uniform. Secondly, the city was reimbursed a total of $425.85 by former reserve police officers per their agreement with the city. Third, $1,000 is needed for relating services by Peck, Schaffer and Williams for renewal of the $385,000 BAN. And fourth, $2500 is needed in SR123 Phase VI fund for expenses relating miscellaneous engineering and permit fees associated with the construction project.

 

Mrs. Long made a motion to suspend the rules that require the ordinance to be read on three occasions and have the ordinance read by title only. Seconded by Mrs. Thompson.

Mrs. Thompson made a motion to approve the ordinance, seconded by Mr. Winkler.

A RESOLUTION AUTHORIZING THE MANAGER TO SIGN AN AGREEMENT WITH DON VERMILLION FOR PROFESSIONAL CONSULTING SERVICES AND DECLARING AN EMERGENCY.

 

Discussion: Mayor asked councils opinion for want to hire Mr. Vermillion for consulting purposes or just hold an informal meeting and if they feel the need to hire someone for a later time could consider doing that.

 

Mr. Bowles made a motion to table the ordinance at this time and hold an informal meeting later. Seconded Mrs. Branson.

Mayor Ellender stated the session will be held on May 12 from 9-12pm.

 

AN ORDINANCE LEVYING SPECIAL ASSESSMENTS FOR LIGHTING OF THE STREETS, LANES AND OTHER PUBLIC WAYS IN THE CITY OF CARLISLE, OHIO WITH ELECTRIC LIGHTIG.

 

Discussion: on for the third reading.

 

Mrs. Thompson made a motion to approve the ordinance. Seconded by Mrs. Branson.

AN ORDINANCE DETERMINING TO PROCEED WITH THE LIGHTING OF STREETS, LANES AND OTHER PUBLIC WAYS IN THE CITY OF CARLISLE, OHIO.

 

Discussion: on for the third reading.

 

Mrs. Thompson made a motion to approve the ordinance, seconded by Mr. Winkler.

There being no further business Mr. Bowles made a motion to adjourn into executive session for litigation and sale of Real Estate. Seconded by Mrs. Thompson. Meeting adjourned at 8:05 into executive session.
