The regular meeting of the City of Carlisle
was held this evening, October
25, 2005 in the Town Hall with Mayor Jerry Ellender
presiding. The meeting
opened at 7:01PM with the Pledge of Allegiance.
Roll call: Mr. Dennis Bowles, Mrs. Carry Branson, Mayor
Jerry Ellender, Mr.
Randy Winkler, Mrs. Jennifer Long, absent was Mrs. Mary Ann
Thompson.
Mrs. Branson made a motion to excuse Mrs. Thompson due to
being on vacation,
seconded by Mr. Winkler.

Winkler, aye; Mrs. Long, aye.
The minutes of October 11, 2005 were presented to Council
for consideration.
Mrs. Branson made a motion to approve the minutes as
presented. Seconded by
Mrs. Long.

Public Form: Larry Landis, Pastor of Hillcrest Baptist,
spoke against the
Liquor License. November 1974, voted down by 455 -277,
printed in the
Middletown Journal. Mayor stated that according to Warren
County Board of
Elections the ballot of November 1974 was lost. There have
been two liquor
licenses that have been applied for.
Rumor is that the owner of appontes is testing the waters to
open a sports
bar in Carlisle. Two applications have been applied for
liquor license.
Councils only recourse would be to request a hearing.
Council has decided
not to request a hearing. Council was aware that the schools
and Hillcrest
Baptist would be notified by the state Ohio Division of
Liquor Control. The
Baptist Church strongly objects to the issuing of a liquor
permit.
Mr. Mike Kilburn of Lantis spoke in opposition and voted on
the sale of
liquor by the glass. Check with the Board of Election in
Montgomery County
they may have copy of the ballot language.
Jackie Lainhart of 961 Wilshire stated problems with the
Fire Department,
complained of two dispatch orders: Miami Fire and New Jersey
Presby Church.
She has very little faith in the Fire Department. Mayor
Ellender read a
letter from the NJ Presby Church that showed deep
appreciation for their
hard and fast work.
Council Report: Mrs. Branson thanked the Service Department
and Fire
Department for their help at the Halloween Ghost Story
Telling Event. 70
people attended and will be doing again next year.
Committee Report: Street Committee met on October 17th: Mrs.
Long stated the
Phase 4-Right of Way Issues was discussed. The bids our out,
project will
begin the first part of December, paving will be when the
plants open in the
spring, completion of project will be June 1, 2006.
Finance Committee met on October 19th: Mayor Ellender spoke
on current
services, a 3% pay increase for general employees and the
FOP increase of 3%
per contract for the police, overall a balanced budget.
Committee spoke
regarding the capital funds which includes in car computers
as part of the
police equipment and other issues that are being addressed
in the
supplemental that council will consider later. Audit
completed mid November.
Mr. Hovell expects no major issues from the audit. Refuse
Rates to be
discussed by the utilities commission. Finance Committee
recommended
accepting the budget. Finance committee did vote to
recommend the budget to
council.
Mayor suggested the Utilities Committee to meet at 6:00PM
and the Finance
Committee to meet at 6:30PM on November 10th.
New Business: Mrs. Long made a motion to appoint Mr. Winkler
to the 3rd Ward
Seat, seconded by Mrs. Branson.

Mayor Ellender suggested that parties interested in serving
on council to
send resumes or letters of interest in to the city.
Interviews will be at
6:00 PM on November 22nd. Deadline for applications will be
November 15th.
AN ORDINANCE TO MAKE REAPPROPRIATION/SUPPLEMENTAL
APPROPRIATIONS FOR CURRENT EXPENSES AND OTHER EXPENDITURES
FOR THE CITY OF CARLISLE, DURING THE FISCAL YEAR ENDING
DECEMEBER 31, 2005 AMENDMENT NUMBER 8.
Discussion: Increases are necessary for the following: $500
in the Parks and
Recreation Account for additional fuel expenses. $20,000 in
the Planning and
Zoning for additional engineering services. $7,000 in the
Lands & Building
$6,000 for a new roof for Town Hall, $1000 for additional
fuel expenses.
$1,000 in the Police for additional fuel expenses. $6,778in
the Road Fund
$3,000 for additional fuel and $3,778 in the Road Fund for
the trade in
purchase of a new backhoe. $500 in the State Road Fund for
additional fuel
expense. $17,000 in the Sewer Fund: $1,000 for additional
fuel expense and
$16,000 for the trade in purchase of a new backhoe for the
service
department. $1,100 in the Water Fund to refund Associate
Construction for
the duplicate billing of water tap in fees. Total
supplemental is
$53,878.00.
Mr. Winkler made a motion to suspend the rules and require
the Ordinance to
be read on three separate occasions and have the ordinance
read by title
only. Seconded by Mrs. Long.

Discussion: Budget highlights are as follows: Provides for
pay raises as
follows: Police 3% per contract, all other employees – 3%;
all services
maintained at the 2005 level.
