COUNCIL MEETING MINUTES
October 23, 2007

   

The regular meeting of the City of Carlisle was held this evening, October 23, 2007 in the Town Hall with Mayor Jerry Ellender presiding.  The meeting opened at 7PM with the Pledge of Allegiance.

 

Roll call: Mr. Dennis Bowles, Mrs. Carry Branson, aye; Mayor Jerry Ellender, aye; Mr. Randy Winkler, aye; Mrs. Jennifer Long, aye Mrs. Mary Ann Thompson, aye; Mr. Tim Humprhies, aye.

 

The minutes of October 9, 2007 were presented to Council for consideration. Mrs. Thompson made a motion to approve the minutes as presented. Seconded by Mr. Winkler.

Public Forum: Oath of Office – swearing in fire fighters – Greg thanks all who have offered to help from the Franklin Fire Department. (10 firefighters)

Council Reports: Mrs. Branson thanked everyone for coming out to the Hot Dog Roast, had attendance of about 200 people. Thanked the fire department – had a wonderful time. Mrs. Branson stated there has been remarks from the public regarding the park board wanting to know what it does. This involves five ladies on the board, who has nothing to do with council members, Mrs. Branson and Mrs. Thompson are on the board but do not have a vote on issues. All the meetings are open to the public.  The Park Board has no intention of putting a pool or skateboard in the park, we not have the money for either one, this will not happen.

 

Mr. Bowles was going to ask Chief Wallace about volunteers but his question was answered this evening with the 10 people being sworn in tonight. A resident had a repo- man come to his house and he had the wrong address. Mr. Bowles stated he would like to see an ordinance requiring repo men to notify the police department before going out to a residence home.

 

Mr. Humphries spoke with Mr. Warrington regarding time on council meetings moved to 2,4,6 and 10 due to technical problem. Reminder of DST – and to check their smoke detectors. The corner of Robert and Dian – the vision is poor due to trees on the corner. Thank you to the citizens and fire.

 

Mr. Winkler stated that the people in the city have noticed the good work of the service department and service directors.

 

Mrs. Thompson stated she was encouraged by firefighters who are experienced coming out to help out. December 8th is the Santa Breakfast via the park board in conjunction with the Lions Club at 9:00 AM. Need reservations –all are welcome.  December 3, 2007 will be the Christmas Tree lighting service. The Christmas Tree will be in memory of Edward Frog McKinney.  There has been vans dropping people off at 7:00 selling stuff , asked if something could be  posted in the newsletter with rules for soliciting.

 

Managers Report – Beginning movement at Martz Concrete noticed by Jerry – will be ready for reuse of land next spring.   Have talked with Tim about solicitors – police department to fill out incident report with company, name and date to mail notice. Warning to business reminding of rules – the second offense will be a citation- will put signs up at entrance to city.

 

New Business: Selection on voting delegates – Mr. Winker nominated Mrs. Thompson to be the council delegate, and Mr. Humphries as the alternate seconded by Mrs. Long.

A RESOLUTION AUTHORIZING THE MANAGER TO SIGN CHANGE ORDER NUMBER TWO WITH DON S. CISLE FOR THE STATE ROUTE 123 RECONSTRUCTION PROJECT, PHASSE VI.

 

Discussion: Summary attached majority of Change 8” water line miscellaneous dries adjustment some concrete extended.   Can be paid out of road fund, additional signage, ect.  Will probably be one more change order to finish project. On for first reading.

 

A RESOULTION AUTHORIZING THE CITY MANAGER TO SIGN A MUTUAL AID ASSISTANCE CONTRACT WITH THE WARREN COUNTY SHERIFF FOR POLICE SERVICES.

 

Discussion: on for first reading only

 

AN ORDINANCE T O MAKE REAPPROPRIATION/SUPPLEMENTAL APPROPRIATIONS FOR CURRENT EXPENSES AND OTHER EXPENDITURES FOR THE CITY OF CARLISLE, DURING THE FISCAL YEAR ENDING DECEMBER 31, 2007, AMENDMENT NUMBER 11.

 

Discussion: 4 items total – all listed $1,850 for extra detour signs; $75 for electrical permit refunds; $4,435 for line stripper for the road fund; $4,800 for 2 radar units for new cruisers.

 

Mrs. Thompson made a motion to suspend the rules that require the Ordinance to be read on three occasions. Seconded by Mrs. Branson.

AN ORDINANCE PROVIDING FOR THE ISSUANCE OF $913,750 VARIOUS PURPOSE BOND ANTICIPATION NOTES, FIFTH (2007) RENEWAL, BY THE MUNICIPALITY OF CARLISLE, OHIO IN ANTICPATION OF THE ISSUANCE OF BONDS.

 

Discussion: Carlisle Business Park Land

 

Mrs. Thompson made a motion to suspend the rules that require the Ordinance to be read on three occasions. , seconded by Mr. Winkler.

AN ORDINANCE AMENDING CHAPTER 1466 BOCA NATIONAL PROPERTY MAINTENANCE CODE OF THE CODIFIED ORDINANCE OF THE CITY OF CARLISLE.

 

Mrs. Thompson made a motion to approve the ordinance, seconded by Mrs. Branson.

Ordinance passed of this day will be entered into Ordinance Record Book as 31-07.

 

There being no further discussion Mrs. Thompson made a motion to adjourn into executive session for the purpose of acquisition of Real Estate and Personnel. Seconded by Mr. Winkler.
