The regular meeting of the City of Carlisle
was held this evening, September
13, 2005 in the Town Hall with Mayor Jerry Ellender
presiding. The meeting
opened at 7:00PM with the Pledge of Allegiance.
Roll call: Mr. Dennis Bowles, Mrs. Carry Branson, Mayor
Jerry Ellender, Mr.
Randy Winkler, Mrs. Jennifer Long, Mr. John Ransom, Mrs.
Mary Ann Thompson.
The minutes of August 23, 2005 were presented to Council for
consideration.
Mrs. Thompson made a motion to approve the minutes as
presented. Seconded by
Mr. Bowles.

Council Reports:
Mr. Bowles questioned if the car on Dale Avenue has been
removed. Mr.
Townsend stated would check into it. Mr. Bowles stated that
JEMS Audit is
finished and will be meeting with the Auditors, found only
minor things.
Mr. Ransom questioned the weeds at Moraine been taken care
of. Mayor
Ellender stated a letter has been sent and requested them to
grate the whole
front area also.
Mrs. Long announced that the 5K run in memory of Mayor Long
will be held
Saturday at 8:30am. Sign up will be held at the New Jersey
Presbyterian
Church from 2-4, 6-8. Starting at the foot ball field.
Mr. Winkler questioned when the work will be done at the RR
tracks on
Beachler. Mr. Townsend stated that CSX is aware of the
situation, but have
had no response from them when they will be doing the work.
Mrs. Thompson asked in regards to the general election will
be held on a
council night and asked if maybe the meeting should be
changed.
Mrs. Thompson made a motion to move the council meeting in
November to the
10th. Seconded by Mr. Bowles.

Mayor Ellender announced that Trick or Treat will be held on
Monday, 31st
and to coordinate with the township on the time so ours meet
with theirs.
Manager Townsend asked if council wanted to do a resolution
at the next
meeting for supporting State Issue I this would reauthorize
the use of Issue
II for 10 more years... Mayor stated would be on for next
meeting.
Also in the Mangers written report was info on Martz Case,
and the Sharon
Shelton Case which both cases have been resolved.
Mayor Ellender stated that the liquor license for the Sunoco
was being
transferred from Hawkstone Associates to Carlisle Energy
Group. Council
decided not to take any action.
AN ORDINANCE TO MAKE REAPPROPRIATIONS/ SUPPLEMENTAL
APPROPRIATIONS FOR CURRENT EXPENSES AND OTHER EXPENDITURES
FOR THE CITY OF CARLISLE, DURING THE FISCAL YEAR ENDING
DECEMBER 31, 2005, AMENDMENT NUMBER 6.
Discussion: These expenditures will be used for street
lights on central
and the business park way. There will be 14 lights on the
parkway and 8 on
Central Avenue.
Mrs. Branson made a motion to suspend the rules and require
the Ordinance to
be read on two separate occasions and have the ordinance
read by title only.

Discussion: Applying for phase 6. Will start at Sunset and
stop right
before Welcome Way. This will straighten out the sight
distance and take the
curve out. This is all in contingent that the Issue II will
be authorized.
