CITY OF CARLISLE COUNCIL MEETING MINUTES September 25, 2007
The regular meeting of the City of Carlisle was held this evening, September 25, 2007 in the Town Hall with Mayor Jerry Ellender presiding. The meeting opened at 7PM with the Pledge of Allegiance.
Roll call: Mr. Dennis Bowles, aye; Mrs. Carry Branson, aye; Mayor Jerry Ellender, aye; Mr. Randy Winkler, aye; Mrs. Jennifer Long, aye; Mrs. Mary Ann Thompson, aye; Mr. Tim Humphries, aye.
The minutes of September 11, 2007 were presented to Council for consideration. Mrs. Thompson made a motion to approve the minutes as presented. Seconded by Mrs. Long.

Public Forum: Mayor Jerry Ellender presented Mr. Stephen Badger to council as the new full time police officer and gave the oath of office to him.
Council Report: Mr. Humphries asked about the two drywells on SR 123 and Sunset Drive. Mr. Townsend stated they were on back order but would be fixed as soon as they come in. Mr. Humphries thanked the city for having the flag pole fixed and seeing the flag flying once again.
Mrs. Thompson wanted to remind the council and citizens about the Hot Dog Roast on Saturday, October 13th from 8-10 PM. There will be story time , hay rides and hot dogs and drinks.
Manager’s Report: Mr. Townsend stated that the New Pubic Records Law goes into effect September 27th. The City has a policy and poster that has recently been adopted by the Records Commission. This will be posted at the Fire Department, Police Department, Service Garage and Town Hall. There are a few changes to the Law in how council will handle information and records they are given as part of e-mails and council packets even junk mail. At this time until we have a retention schedule approved please do not delete or throw anything away until further notice from Flo. The new law indicates that council will need some training on the public records law and Flo will keep you updated on the schedules for the training periods.
Mr. Townsend stated the signal at Central and Jamaica will be adjusted on Monday.
Committee Report: Fire Levy to meet on October 8th at 7PM at the Fire House for more discussion on the Fire Levy Campaign.
AN ORDINANCE AMENDING CHAPER 1466 BOCA NATIONAL PROPERTY MAINTENANCE CODE OF THE CODIFIED ORDINANCE OF THE CITY OF CARLISLE.
Discussion: This is on for the first reading and will be on for the second reading at the next council meeting.
AN ORDINANCE TO MAKE REAPPROPRIATION/SUPPLEMENTAL APPROPRIATIONS FOR CURRENT EXPENSES AND OTHER EXPENDITURES FOR THE CITY OF CARLISLE, DURING THE FISCAL EYAR ENDING DECEMBER 31, 2007, AMENDMENT NUMBER 10.
Discussion: Final payment for Phase 4.
Mrs. Thompson made a motion to suspend the rules that require the Ordinance to be read on three occasions, Seconded by Mr. Winkler.

Mrs. Thompson made a motion to approve the ordinance, seconded by Mrs. Branson.

Ordinance passed of this day will be entered into Ordinance Record Book as 28-07.
AN ORDINANCE AMENDING CARLISLE PERSONNEL RULES AND REGULATIONS SECTIONS 3.12.2 –BONDS OF THE CITY OF CARLISLE PERSONNEL MANUAL.
Discussion: On for second reading and will be on the next agenda for third and final reading at the next council meeting.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO SIGN AN AMENDMENT TO EASEMENTS AGREEMENT WITH PAC HOLDING, LLC, FOR THE PROPERTY LOCATED AT 300 WEST INDUSTRY DRIVE.
Discussion: This is on for the third reading and adoption.
Mrs. Thompson made a motion to approve the Resolution. Seconded by Mrs. Branson.
Roll call: Mrs. Long, aye; Mrs. Thompson, aye; Mr. Humphries, aye; Mr. Bowles, aye; Mrs. Branson, aye; Mayor Ellender, aye; Mr. Winkler, aye.
Resolution passed of this day will be entered into Resolution Record Book as 15-07.
There being no further discussion, Mrs. Thompson made a motion to adjourn into executive session for the purpose of personnel and litigation and return to regular session for adjournment. Seconded by Mrs. Long.

Council adjourned at 7:15pm. Council re-adjourned at 8: 15pm.
