The regular meeting of the City of
Carlisle was held this evening, September 12, 2006 in the
Town Hall with Mayor Jerry Ellender presiding. The meeting
opened at 7:00PM with the Pledge of Allegiance.

Jennifer Long, Mrs. Mary Ann Thompson, Mr. Tim Humphries.
The minutes of the regular meeting held
on August 22, 2006 was presented to Council for
consideration. Mr. Bowles made a motion to approve the
minutes as presented. Seconded by Mrs. Thompson.

Public Forum: The oath of Office was
given by Mayor Ellender to two new fire fighters; Mr. Aaron
Lainhart and Mr. Kenneth Gasaway.
Mr. Steve Kopecky- spoke on Mental
Health Recovery Services. This is a renewal levy which will
be on the November ballot.
Council Reports: Mr. Bowles stated a
resident was concerned regarding the Hillcrest Church
entrance. Asked if this was steeper than they thought it
should be? Mr. Wallace stated it is and LJB is already in
the process of getting the changes started.
Mr. Humphries: thought maybe the city
would consider a two way sign showing where the Lions Club,
Historical Society, Roscoe Roof Park and the Carlisle Manor
is. Mayor Ellender stated thought that was a good idea and
for Mr. Humphries to check on prices and that maybe the
Chamber might help on the cost.
Mr. Humphries stated the Franklin Area
Chamber came into Carlisle and held their meeting and was
impressed with the changes in the city.
Mr. Winkler had a concern from a
resident on when ST. RT. 123 would be completed. Mr. Wallace
announced that the state is a week behind and that the
engineer is trying to make contact with them on a completion
date.
Mayor’s Report: There is a website to
help find out soldiers names. Would be interested in how
many soldiers are from our area. This would be a good way
to help our soldiers by adopting one and sending mail or
goody bags to them. Mr. Bowles suggested talking with the
American Legion or maybe a citizen could help us find this
information out.
Managers Report: Mayor Ellender stated
the Manager put info in about Ice Cream Vendors. The Police
Chief has recommended to amend and update our ordinance or
resolution. Mrs. Long stated she would like to see our
ordinance and have something noted on non profit
organizations. Mayor stated he would request the Manager to
draft and update for the council to review.
Also in the report is a proposal on
reorganization of the fire department for councils review.
Will be discussed at the next council meeting.
Mr. Wallace stated that Stang has been
in town working. Also due to the heavy rainfall today, the
city did have some issues on water standing in places: Town
hall, Hillcrest Baptist Church and Pizza Hotline. The city
engineer has been out to look at the situation and how to
correct these issues.
Still waiting on the Railroad company
to see when they will continue work.
AN ORDINANCE TO MAKE REAPPROPRIATIONS/SUPPLEMENTAL
APPROPRIATIONS FOR CURRENT EXPENSES AND OTHER EXPENDITURES
FOR THE CITY OF CARLISLE, DURING THE FISCAL YEAR ENDING
DECEMBER 31, 2006, AMENDMENT NUMBER 10.
Discussion: $150 additional monies are
needed for office supplies in the General Fund- Court. This
will be a net zero appropriation as $150 will be moved from
Contract Services to Supplies and Materials to cover the
necessary purchases.
Mrs. Branson made a motion to suspend
the rules that require the Ordinance to be read on three
occasions and have the ordinance read by title only.

RESOLUTION ACCEPTING THE AMOUNTS AND
RATES AS DETERMINED BY THE BUDGET COMMISSION AND THE
AUTHORIZING OF THE NECESSARY TAX LEVIES AND CERTIFYING THEM
TO THE COUNTY AUDITOR.
Discussion: Warren County is now
submitting for our approval and certifying their estimated
share of the tax revenues to the City.
Mr. Winkler made a motion to suspend
the rules and require the resolution to be on read on three
occasions and have the ordinance read by title only.

Mayor Ellender announced that the City
of Springboro, Franklin and Franklin Township were holding
Trick or Treat on Tuesday, October 31 from 5:30-7. Mrs.
Long made a motion to hold Trick or Treat in the City of
Carlisle the same as the surrounding entities.

Mrs. Thompson announced that the Annual
Chamber Dinner will be held on September 20th at
the Lions Club. The Business of the Year Award and the
Citizien of the Year Award will be given.
Mayor Ellender announced the Mr. Ed
Richter will no longer be coming to the town meetings, he
will be doing the press work for the City of Middletown.
