The regular meeting of the City of Carlisle was held this evening, August
10, 2004 in the Town Hall with Mayor Jerry Ellender presiding. The meeting
opened at 7:00PM with the Pledge of Allegiance.
Roll call: Mr. Dennis Bowles, Mrs. Carry Branson, Mayor Jerry Ellender, Mrs.
Jennifer Long, Mr. John Ransom, Mrs. Mary Ann Thompson, Mr. Randy Winkler.
The minutes of July 27, 2004 were presented to council for consideration
Mrs. Branson made a motion to approve the minutes as presented. Seconded by
Mrs. Thompson.

Long, aye; Mr. Ransom, aye; Mrs. Thompson, aye; Mr. Winkler, aye.
Public Forum: Mr. Ken Lablonoc, Director of the Miami Valley Regional
Planning Commission presented a check to Mayor Ellender for $372,490.00 for
the approved project of St. RT. 123 at Sunset and 1400 feet west.
Mrs. Kristine Blue of Twin Creek asked if the Carlisle Police could respond
to the 4 wheelers that are riding the trails on the Metro Park late at
night. They have been there until 1am. When she calls the sheriffs
department responds by then they are gone. The Metro Park people state the
4 wheelers are destroying the trails.
Mr. Tom Reagon owner of the Flea Market discussed the signage in Carlisle,
needs to look more at the specific needs of the property instead of a
blanket ordinance. Mayor Ellender stated that the city had been very lineate
with him and after awhile the signage got out of hand and then everyone was
abusing the signage. Council informed Mr. Wallace to crack down on everyone.
To have this changed would need to go back to the Planning Commission and
would need specifics needs for his particular place of business.
Mr. Wallace stated he has contacted 8 different government offices and only
have received information from 5 of them. A report will be turned into Mr.
Townsend and he will decide what the next action will be.
Mr. Wade Goins stated his place of business was unique and the business
located in the township was hurting his business due to the signage which he
is not allowed to have. Mr. Goins felt everyone should be treated the same
and he felt they were not.
Council Report: Mr. Ransom asked when the railroad tracks at Fairview would
be fixed. Mr. Brown is still trying to get that information. Also Central
Avenue and Beachler are starting to wear down and get rough. Also Mr. Ransom
wanted to know if anything has been considered regarding increasing council
pay. Mr. Ellender stated would look into having the manager look into the
board meeting.
Mrs. Thompson stated that she was concerned of the blocking of view coming
off Lincoln due to the 123/Auction sign. Also she has had a request from
the Silver rails to tour the Tap Scott Church . Mr. Hovell stated for them
to call Flo and give a date and time and we would have the church opened for
the tour. Also a request for the toddler park is to have benches moved
there along with a trash can.
A RESOLUTION AUTHORIZING AN AMENDMENT TO SECTON 5 OF THE CITY OF CARLISLE
PERSONNEL RULES AND REGULATIONS MANUAL.
Discussion: Due to the new Federal Fair Labor Standards the new rules will
go into effect August 23, 2004. Changes are that all job classifications be
reviewed for exempt and non-exempt. Status for purpose of overtime pay. Also
the city must have a clear policy on payroll deduction for positions
classified as exempt under the new FLSA law.
This was resolution was on for the first reading and will be on for the
second reading at the next council meeting.
A RESOLUTION AMENDING SECTION 11 OF THE PERSONNEL RULES AND REGULATIONS
MANUAL.
Discussion: Was on for the second reading and will be on for the third
reading at the next council meeting.
AN ORDINANCE ACCEPTING THE FINAL PLAT OF THE VILLAS AT TIMBER RIDGE
SUBDIVISION, SECTION ONE.
Mr. Ransom made a motion to adopt the ordinance, seconded by Mrs. Thompson.

Long, aye; Mr. Ransom, aye; Mrs. Thompson, aye; Mr. Winkler, aye.
There being no further business Mr. Winkler made a motion to adjourn into
executive session for personnel reason and to return to regular session for
adjournment. Seconded by Mrs. Long. Council adjourned at 7:45PM. Council
returned to regular session at 8:45pm for adjournment.
Mr. Ransom made a motion to adjourn and seconded by Mrs. Thompson.
