CITY OF CARLISLE
COUNCIL MEETING MINUTES
June 8, 2004

The regular meeting of the City of Carlisle was held this evening, June 8, 
2004 in the Town Hall with Deputy Mayor Mary Ann Thompson presiding. The 
meeting opened at 7:00 PM with the Pledge of Allegiance.

Roll call: Mr. Dennnis Bowles, Mrs. Carry Branson, Mr. Randy Winkler, Mr. 
John Ransom, Deputy Mayor Mary Ann Thompson. Absent were Mrs. Jennifer Long 
and Mayor Jerry Ellender.

Mrs. Branson made a motion to excuse Mayor Ellender due to being on 
vacation, seconded by Mr. Ransom.

Roll call: Mr. Bowles, aye; Mrs. Branson, aye; Mr. Winkler, aye; Mr. Ransom, 
aye; Deputy Mayor Thompson.

Mrs. Branson made a motion to excuse Mrs. Long due to being on vacation, 
seconded by Mr. Ransom.

The minutes of May 25, 2004 were presented to council for consideration. Mr. 
Bowles made a motion to approve the minutes as presented, seconded by Mr. 
Winkler.

Roll call: Mrs. Branson, abstained; Mr. Winkler, aye; Mr. Ransom, aye; 
Deputy Mayor Thompson, abstained; Mr. Bowles, aye.

Council Reports:

Mr. Winkler asked if the growth around the 123 bridge going south could be 
trimmed, could cause an accident.

Deputy Mayor Thompson stated if the bushes around the culvert at Lindon 
could be trimmed back also.

Managers Report: The Manager’s report has the final investigation report 
from the Ohio Highway Patrol concerning the two car accident involving 
Officer Snell. Also the update on the Sharon Shelton case of notice of 
appeal. Also the notice that was sent to all the businesses in the 
community that have sign code violations and asking them to correct these in 
30 days.

AN ORDINANCE TO MAKE REAPPROPRIATION/SUPPLEMENTAL APPROPRIATIONS FOR CURRENT 
EXPENSES AND OTHER EXPENDITURES FOR THE CITY OF CARLISLE, DURING THE FISCAL 
YEAR ENDING DECEMBER 31, 2004, AMENDMENT NUMBER 4.

Discussion: This ordinance is to increase the appropriations for the current 
fiscal year. The increases are for the following projects. $1,000 for Parks 
and Recreation to cover increased utility cost. $10,000 increase in Planning 
and Zoning for project engineering fees. $4,500 in Council for Security 
System & Equipment. $2,500 in Mayors Court Improvement for Security System & 
Equipment. A decrease of $4,026.23 in the Jamaica Rd Improvements to reflect 
actual cost of the project. $11,520.23 in the Sewer Fund for Security System 
and increased insurance cost. $16,200 in the Water Fund to cover the 
increase in the water usage The total of this supplemental is $41,694.00.

Mrs. Branson made a motion to suspend the rules and require the ordinance to 
be read on three separate occasions and have the ordinance read by title 
only. Seconded by Mr. Bowles.

Mrs. Branson made a motion to adopt the ordinance. Seconded by Mr. Bowles.

AN ORDINANCE ADOPTING THE REZONING OF 2.603 PLUS OR MINUS ACRES OF LAND AT 
625 CENTRAL AVENUE FROM R-3 RESIDENTIAL TO B-3 CENTRAL COMMERICAL DISTICT.

Discussion was on for the 1st reading and will be on the next agenda for the 
second reading.

A RESOLUTION TO APPROVE THE IRREVOCABLE LETTER OF CREDIT FOR VEOLIA WATER 
CORPORATION.

Discussion: Veolia Water Corporation (formally US Filter) as part of the 
operation and maintenance agreement for the regional wastewater treatment 
plant. This must be ratified by Germantown, Franklin, and Carlisle in order 
to become an official amendment to the contract. This is estimated to save 
Veolia several thousand dollars per year by avoiding much of the cost of 
posting a performance bond. Per an agreement with the wastewater treatment 
board, Veolia has agreed to return all savings from this to the plant in the 
form of capital improvements.

Mr. Bowles made a motion to suspend the rules and require the resolution to 
be read on three seaparte occasions and have the resolution read by title 
only. Seconded by Mrs. Branson.

AMENDING ORDINANCE 41-01 ESTABLISHING AND IMPLEMENTING A PROGRAM TO CHARGE A 
USER FEE FOR THE DEPLOYMENT OF FIRE DEPARTMENT EQUIPMENT AND STAFF AT MOTOR 
VEHICLE ACCIDENTS AND FIRE RUNS.

Discussion: will be on the next agenda for the third reading.

AN ORDINANCE AMENDING SECTION 1272.06 PARKING AND STORAGE OF VEHICLES OF THE 
CODIFIED ORDINANCES OF THE CITY OF CARLISLE BY ADDING PARAGRAPH G PARKING 
AND COMERICAL VEHICLES.

Discussion: will be on the next agenda for the third reading.

A RESOLUTION DECLARING IT NECESSARY TO PROVIDE FOR LIGHTING THE STREETS, 
LANES AND OTHER PUBLIC WAYS IN THE CITY OF CARLISLE, OHIO WITH ELECTRIC 
LIGHTING DURING THE YEAR 2004 AND AUTHORIZING THE ASSESSMENTS FOR THE COST 
AND EXPENSES THEREOF UPON ALL LOTS AND LANDS LYING AND BEING WITHIN THE 
CORPORATE LIMITS OF SAID CITY.

Mrs. Branson made a motion to adopt the resolution. Seconded by Mr. Bowles.

AN AMENDING ORDINANCE 1-04 PROVIDING FOR THE CITY OF CARLISLE TO PICK UP THE 
STATUTORY REQUIRED CONTRIBUTION TO THE OHIO POLICE AND FIRE PENSION FUND FOR 
THE POLICE CHIEF OF THE CITY PURUSANT TO OHIO ADMINISTRATIVE RULE 742-14.

Mr. Ransom made a motion to adopt the ordinance, seconded by Mr. Bowles.

AN ORDINANCE PROVIDING FOR THE CITY OF CARLISLE TO PICK UP THE STATUTORY 
REQUIRED CONTRIBUTION TO THE OHIO POLICE AND FIRE PENSION FUND FOR THE 
POLICE LIEUTENANT, POLICE SERGEANT AND POLICE PATROL OFFICERS OF THE CITY 
PURSUANT TO OHIO ADMINISTRATIVE RULE 742-14.

Mr. Ransom made a motion to adopt the ordinance, seconded by Mr. Bowles.

Ordinance passed as of this date will be entered into Ordinance Record Book 
as 13-04.

AN ORDINANCE ADOPTING THE REZONING OF 19.98 PLUS OR MINUS ACRES OF LAND ON 
UNION ROAD TO BE KNOWN AS THE VILLAS AT THIMBER RIDGE IN THE CITY OF 
CARLISLE FROM B-2 GENERAL BUSINESS DISTRICT TO R-5 PLANNED UNIT 
DEVELOPMENT.

Mr. Ransom made a motion to adopt the ordinance, seconded by Mr. Winkler.

Ordinance passed as of this date will be entered into Ordinance Record Book 
as 14-04.

There being no further business Mrs. Branson made a motion to adjourn, 
seconded by Mr. Bowles.
