CITY OF CARLISLE
COUNCIL MEETING MINUTES
May 10, 2005

The regular meeting of the City of Carlisle was held this evening, May 10,
2005 in the Town Hall with Mayor Jerry Ellender presiding. The meeting
opened at 7:00PM with the Pledge of Allegiance.

Roll call: Mr. Dennis Bowles, Mrs. Carry Branson, Mayor Jerry Ellender, Mr.
Randy Winkler and Mrs. Mary Ann Thompson. Absent were Mrs. Jennifer Long and
Mr. John Ransom.

Mrs. Thompson made a motion to excuse Mrs. Long who was on vacation and Mr.
Ransom who was unable this evening. Seconded by Mr. Bowles.

Roll call: Mr. Bowles, aye; Mrs. Branson, aye; Mayor Ellender, aye; Mr.
Winkler, aye; Mrs. Thompson, aye.

The minutes of April 26, 2005 were presented to Council for consideration.
Mr. Winkler made a motion to approve the minutes as presented. Seconded by
Mrs. Thompson.

Roll call: Mr. Bowles, aye; Mrs. Branson, aye; Mayor Ellender, aye; Mr.
Winkler, aye; Mrs. Thompson, aye.

Mayor Ellender read a proclamation proclaiming May 15-21, 2005 as National
Police Week and May 15th as Police Memorial Day.

City Manager Brad Townsend stated he had received an opinion from the law
director about the parking in grass areas of front yards which is in his
report. Mr. Townsend stated before going any further with this legislation
staff has found that there is missing items from the codification. Staff
will be reviewing this before contacting the codification company.

AN ORDINANCE TO MAKE REAPPROPRIATION/SUPPLEMENTAL APPROPRIATIONS FOR CURRENT EXPENSES AND OTHER EXPENDITURES FOR THE CITY OF CARLISLE, DURING THE FISCAL YEAR ENDING DECEMBER 31, 2005, AMENDMENT NUMBER 3.

Discussion: Finance Director stated that $5,000 will be placed in Lands and
Building to cover the increases in utility rates. $3,000 in Lands &
Building to cover additional mowing accessory equipment. $12,000 in Council
to cover the fees charged by the railroad to review the SR 123
Reconstruction drawings. $7,500 in the General and Police Levy Fund for
income tax refunds. $5,750 in the road fund to cover the total cost of all
the winter road work. $500 in the State Road Fund for increased fuel cost.
$1,000 in the Sewer Fund for increase fuel cost. $100 in the sewer fund for
capital to cover the invoiced cost of new equipment. $187.50 in the Union
Road fund for the total interest cost. Total of supplemental is $31,237.50.

Mr. Thompson made a motion to suspend the rules and require the ordinance to
be read on three separate occasions and have the ordinance read by title
only. Seconded by Mrs. Branson.

Thompson, aye; Mr. Bowles, aye.

Mr. Winkler made a motion to approve the ordinance, seconded by Mrs.
Thompson.

AN ORDINANCE ADOPTING THE REZONING OF PLUS OR MINIUS 57.981 ACRES OF LAND BETWEEN MARTY LEE LANE AND FRANKLIN-TRENTON ROAD FROM R-2 SINGLE FAMILY RESIDENTIAL TO R-2 PLANNED UNIT DEVELOPMENT.

Discussion: Ordinance was on for the second reading will be on next agenda
for third reading.

A RESOLUTION AUTHORIZING THE MANAGER TO ENTER INTO AN AGREEMENT WITH THE CITY OF SPRINGBORO FOR THE PROVISION OF A NON-POTABLE WATER LINE EASEMENT ON FAIRVIEW DRIVE.

Discussion: Mayor Ellender suggested to table the ordinance due to
Springboro has delayed the process due to having discussions with Carlisle
regarding the language in the ordinance. This will be on the next agenda.

There being no further business Mr. Bowles made a motion to enter into
Executive session for the purpose of discussing personnel. Seconded by Mrs.
Thompson.

Winkler, aye; Mrs. Thompson, aye;

Meeting adjourned into executive session at 7:20PM. Council returned to
regular session at 8:34 for adjournment. Mrs. Thompson made a motion to
adjourned and seconded by Mr. Bowles.
