CITY OF CARLISLE
COUNCIL MEETING MINUTES
April 12, 2005
The regular meeting of the City of Carlisle was held this evening, April 12, 
2005 in the Town Hall with Mayor Jerry Ellender presiding. The meeting 
opened at 7:00PM with the Pledge of Allegiance.

Roll call: Mrs. Carry Branson, Mayor Jerry Ellender, Mrs. Jennifer Long, 
Mrs. Mary Ann Thompson. Absent were: Mr. Dennis Bowles, (Who will be late) 
Mr. Randy Winkler, Mr. John Ransom.

Mrs. Thompson made a motion to excuse Mr. Winkler and Mr. Ransom due to 
other obligations, seconded by Mrs. Long.

Roll call: Mrs. Branson, aye; Mayor Ellender, aye; Mrs. Long, aye; Mrs. 
Thompson, aye.

The minutes of March 22, 2005 were presented to Council for consideration. 
Mrs. Long made a motion to approve the minutes as presented. Seconded by 
Mrs. Thompson.

Roll call: Mrs. Branson, aye; Mayor Ellender, aye; Mrs. Long, aye; Mrs. 
Thompson, aye.

Public Forum: Mr. David Guinn introduced Jack Mannon as the new Carlisle 
Support Person on the Fire Department. Mr. Mannon will graduate with a level 
II basic. Mayor Ellender gave the oath of office to Jack Mannon.

Council Report: Mrs. Branson announced that the Carlisle Park Board held a 
baseball clinic on Saturday and thanked the Carlisle Baseball Association 
for the use of their fields and coaches for there time. This clinic was for 
ages 4-7 years old.

Mrs. Branson stated knew an individual who would like to serve on the Park 
Board, her name is Michelle Boyer. Mrs. Thompson made a motion to appoint 
Michelle Boyer to the Park Board. Seconded by Mrs. Long.

Mrs. Thompson announced the Planning Commission has a vacanc Mr. Chuck 
Parks is interested in serving. Mrs. Thompson made a motion to approve the 
appointment of Chuck Parks to the Planning Commission. Seconded by Mrs. 
Branson.

Dennis Bowles entered the council chambers at 7:10PM.

Mayor Ellender announced that April 15, 2005 is the deadline for Financial 
Disclosuresto be mailed.

Mayor Ellender announced the Finance Committee needs to meet at 6:30pm on 
April 26th to review the 1st quarter results.

Mr. Townsend stated the Project Phase IV is behind on schedule. They have 
expanded the scope of the project and need to review some policy questions.

Mr. Townsend is requesting the Street Committee to meet at 6:00PM on April 
26th to review the scope of Phase IV and policy questions.

Mr. Townsend stated the Utility Committee met regarding to the 
Intergovernmental Agreement with Springboro. Waiting on Springboro to 
endorse the agreement first.

A RESOLUTION AUTHORIZING THE MANAGER TO ENTER INTO 
CITY OF SPRINGBORO FOR THE PROVISION OF A NON-POTABLE
WATER LINE EASEMENT ON 
FAIRVIEW DRIVE.

Discussion: John Eastman, Engineer for LJB is here to answer any questions 
that council may have regarding this resolution. Mr. Townsend stated this 
is a proposed agreement with Springboro which would allow them to use about 
250 ft of right of way on Dayton Oxford Road and Fairview Drive. Concern for 
residents are the impact there wells will have after the new wells are 
completed. Mr. Eastman findings were that the aquifer testing met or 
exceeded the requirements for the types and quality of data collected. They 
agree to submit a proposed mitigation plan for approval prior to any work 
being done. Provides one of three river crossing water lines as a finished 
water line back to Carlisle for a future primary and or backup supple of 
potable water. Continue to cooperate with the city on the feasibility of 
transferring ownership of the former city of Springboro water treatment 
facility on Dayton Oxford Rd. Also that Springboro agrees to the fire 
department to use any hydrants installed within Carlisle fire response for 
purpose of fire fighting. At this time will only have the first reading of 
the resolution and wait and see what Springboro will do. There meeting is 
scheduled for April 21, 2005.

AN ORDINANCE DETERMINING TO PROCEED WITH THE
LIGHTING OF STREETS, LANES AND 
OTHER PUBLIC WAYS IN THE CITY OF CARLISLE, OHIO.

Discussion: on for third reading.

Mrs. Branson made a motion to adopt seconded by Mrs. Long.

Ordinance passed of; this date will be entered into Ordinance Record Book as 
11-05

AN ORDINANCE LEVYING SPECIAL ASSESSMENTS FOR LIGHTING 
OF THE STREETS, LANES AND OTHER PUBLIC WAYS IN THE 
CITY OF CARLISLE, OHIO WITH ELECTRIC LIGHTING.

Discussion: on for third reading

Mrs. Thompson made a motion to adopt, seconded by Mr. Bowles.

Roll call: Mrs. Branson, aye; Mayor Ellender, aye; Mrs. Long, aye; Mrs. 
Thompson, aye; Mr. Bowles, aye.

Ordinance passed of this date will be entered into Ordinance Record Books a 
12-05.

Mr. Hovell announced that the auditors will be in on Wednesday, April 13, 
2005. These are new people coming in and council will be invited to the 
brief.

Mr. Bowles stated he has noticed the police out directing traffic when the 
gates are down and wanted to know if we could bill the RR for the man-hours. 
Mr. Townsend stated yes but RR has never paid. Will try again.

Mr. Lane Mitchell, 330 Christina Way; Mr. Clark Vonberger, 380 Christina 
Way; Mr. Fred Alcorn, 390 Christina Way, spoke regarding the vehicles parked 
in yards. Asked if Council would reconsider looking at the ordinance again. 
Mayor Ellender stated the planning commission and council have spent a year 
on this ordinance and unless one of the council members ask for it to be 
brought back for review. When looking at a situation you have to look at the 
whole community not at a persons own interest. Also there were the problems 
of smaller lots and driveway for working around this situation.

There being no further business Mrs. Branson made a motion to adjourn 
seconded by Mr. Long.
