The regular meeting of the City of
Carlisle was held this evening, April 11, 2006 in the Town
Hall with Mayor Jerry Ellender presiding. The meeting
opened at 7:00pm with the Pledge of Allegiance.

Carry Branson, Mayor Jerry Ellender, Mr. Randy Winkler, Mrs.
Jennifer Long, Mrs. Mary Ann Thompson, Mr. Tim Humphries.
The minutes of the regular meeting
held on March 14, 2006 was presented to Council for
consideration. Mr. Winkler made a motion to approve the
minutes as presented. Seconded by Mrs. Branson.

on March 28, 2006 was presented to Council for
consideration. Mrs. Thompson made a motion to approve the
minutes as presented. Seconded by Mr. Winkler.

Public Forum: Chief Tim Boggess
presented the new uniform that the Carlisle Police
Department would like to wear. The Uniform is navy blue
dress coat and hat with navy blue pants and either long or
short sleeve shirts depending on weather. Thanks to Mr. Mike
Hovell of Michel’s Custom Homes gave a donation of $2100
toward the cost of the uniforms. The police are very
grateful for this donation. Mayor Ellender also expressed
his thanks to Mr. Hovell for his generosity. Chief informed
Council that three cruisers have MPC in them at this time.
Council Report: Mrs. Long announced
that the Youth Congress has extended the Hall of Fame until
the end of April.
Mrs. Thompson announced the Warren
County Municipal League Meeting will be held on Wednesday,
April 26th at the Houston Inn with John Burke
Commander of the Drug Task Force and Andrew Sivers, 1st
Assistant Prosecutor as speakers. Mrs. Thompson stated that
Chief Boggess and Chief Wallace.
Mrs. Branson thanked everyone who
attended the Shelter Dedication, Elmo Rose, Franklin
Township Trustee cut the ribbon.
Manager’s Report: Beachler Road
railroad tracks will be closed for two weeks starting April
24th. In Mr. Townsend’s written report was
information regarding the Tel/Tabor Amendment.
Committee Report: Mrs. Long stated the
committee is looking at possible reorganizing the paving
program and not ready for recommendation at this time.
A RESOLUTION TO AUTHORIZE THE CITY
MANAGER TO ENTER INTO AN AGREEMENT WITH THE OHIO DEPARTMENT
OF TRANSPORTATION FOR THE PAVING OF STATE ROUTE 123.
Discussion: This resolution is on for
the first reading. This is to pave the entire State Route
123 along with a signed agreement and check for $46,340,
“our estimated local share,” this will finalize the process
and permit ODOT to bid the project out. The project date is
set for May 26th with contract award schedule for
late June. This will be on the next agenda for second
reading.
AN ORDINANCE ACCEPTING THE RECORD PLAN
OF TIMBER RIDGE, SECTION TWO AND CONFIRMING THE DEDICATION
OF STREETS AND EASEMENTS.
Discussion: The record plan for section
2 of Timber Ridge was approved by the planning commission on
April 6; this section contains 9.9726 acres with 5.9430
acres in 17 lots and 1.0296 acres in the right of way. Was
on for the first reading and will be on the next agenda for
the second reading.
A RESOLUTION AUTHORIZING THE POLICE
DIVISION TO ESTABLISH A TEMPORARY CONSTRUCTION SPEED LIMIT
ZONE ON CENTRAL AVENUE.
Discussion: Chief of Police has
requested a temporary reduce speed limit on Central Avenue
during the Construction of State Route 123 Phase V. The
reduce speed is from 35mph to 25mph.
AN ORDINANCE AMENDING CHAPTER 612
ALCOHOLIC BEVERAGES, SECTION 612.05 PERMITS REQUIRED OF THE
CODIFIED ORDINANCES OF THE CITY OF CARLISLE.
Discussion: This is for 1974 referendum
banning spirituous liquor by the glass, shall not be sold in
the city limits of Carlisle, however, the sale of beer and
wine by the glass is permitted as long as all requirements
of the State of Ohio, Department of Liquor Control are met
for the obtaining of such a license. This is on for the
third reading and adoption.
Mr. Winkler made a motion to approve
the ordinance, seconded by Mrs. Thompson.

Ordinance passed of this date will be

There being no further business Mrs.
Thompson made a motion to enter into executive session for
the purpose of personnel and to return to regular session
for adjournment. Seconded by Mrs. Long.
