The regular meeting of the City of Carlisle was held this evening, March 23,
2004 in the Town Hall with Mayor Jerry Ellender presiding. The meeting
opened at 7:00pm with the Pledge of Allegiance and roll call.
Roll call: Mr. Dennis Bowles, Mrs. Carry Branson, Mayor Jerry Ellender, Mr.
Randy Winkler, Mrs. Jennifer Long, Mrs. Mary Ann Thompson and absent was
Mr. John Ransom.
Mr. Winkler made a motion to excuse Mr. Ransom due to being sick and this
was seconded by Mr. Bowles.

Winkler, aye; Mrs. Long, aye; Mrs. Thompson, aye.
The minutes of March 12, 2004 were presented to council for consideration.
Mrs. Long made a motion to approve the minutes as submitted. Seconded by Mr.
Winkler.

Public Forum: Lt. Boggess introduced Eric Abrams to council as the new full
time police officer; he graduated from Mason High School and also from Great
Oaks Police Academy in 2001. Mayor Ellender gave the oath of office to Mr.
Abrams.
Mr. John Burke of Warren County Drug Task Force, here for his annual visit,
stated they had through out the year confiscated over $4million of drugs.
Mayor Ellender stated that council would be willing to discuss about sending
a donation the Drug Force.
Council Report: Mrs. Thompson stated that Saturday there was a presentation
of Martial Arts done and there had been a decent crowd there. Mr. Jeff Adams
will be coming to council to present a check to the CPAL organization.
Managers Report: There has been a request for an appeal to the property
maintenance. This appeal goes to the Minimum Housing Standard Board. At
this time we are still in need of on member to fill the seat. At this time
staff is waiting on confirmation to fill the seat. Council stated until the
seat is filled to schedule a meeting for organization and then hopefully the
fifth member will be voted on at the next meeting.
AN ORDINANCE TO MAKE REAPPROPRIATION/SUPPLEMENTAL APPROPRIATIONS FOR CURRENT
EXPENSES AND OTHER EXPENDITURES FOR THE CITY OF CARLISLE, DURING THE FISCAL
YEAR ENDING DECEMBER 31, 2004, AMENDMENT NUMBER 2.
Discussion: Increases are for the following projects.$3600 for the police
fund: $1600 for tasers (donated) and $2000 for increased insurance cost.
$5000 for council for increased insurance cost. $1250 for state road fund
for bond interest which was miscalculated in the original budget. $250 for a
printer in Mayors Court. $10000 in Water Fund due to increase in the
customer base and the need to purchase more water from Franklin.
Mr. Bowles made a motion to suspend the rules and require the ordinance to
be read on three separate occasions and have the ordinance read by title
only. Seconded by Mr. Winkler.

AN ORDINANCE ADOPTING THE REZONING OF .99 PLUS OR MIUS ACRES OF LAND LOCATED
AT 452 CENTRAL AVENUE IN THE CITY OF CARLISLE FROM R-1 SINGLE FAMILY
RESIDENTIAL TO B-2 GENERAL BUSINESS DISTRICT.
This was on the agenda for the second reading, will be on the next agenda
for third and final reading.
AN ORDINANCE APPROVING THE EDITING AND INCLUSIION OF CERTAIN ORDINANCES AND
A RESOLUTION AS PARTS OF THE VARIOUS COMPONENT CODES OF THE CODIFIED
ORDINANCES, PROVIDING FOR THE ADOPTION OF NEW MATTER IN THE UPDATED AND
REVISED CODIFIED ORDINANCES, REPEALING ORDINANCES AND RESOLUTIONS IN
CONFLICT THEREWITH.
Mr. Winkler made a motion to adopt the ordinance, seconded by Mrs. Branson.

AN ORDINANCE AMENDING SECTION 1272.06 PARKING AND STORAGE OF VEHICLES OF
;THE CODIFIED ORDINANCES OF THE CITY OF CARLISLE.
Discussion: Mrs. Long suggested changing the verbiage to read in section E
“No more than two of the above permitted items may be parked or stored in
the rear yard of a residential property and only one will be permitted on
the side of the property.
Mrs. Long made a motion to amend the wording in the ordinance of Exhibit “A”
Section E seconded by Mrs. Thompson

acres on Eagle Court to DuBello Mason. Seconded by Mr. Bowles.

Mr. Winkler made a motion to appoint Mr. David Shough to the Minimum Housing

Mayor Ellender announced that there will be a Finance Committee at 6:30 on
April 13th.
