CITY OF CARLISLE
COUNCIL MEETING MINUTES
March 22, 2005

The regular meeting of the City of Carlisle was held this evening, March 22,
2005 in the Town Hall with Mayor Jerry Ellender presiding. The meeting
opened at 7:00PM with the Pledge of Allegiance.

Roll call: Mr. Dennis Bowles, Mrs. Carry Branson, Mayor Jerry Ellender, Mr.
Randy Winkler, Mrs. Jennifer Long, Mrs. Mary Ann Thompson, Mr. John Ransom.

The minutes of March 8, 2005 were presented to Council for consideration.
Mrs. Branson made a motion to approve the minutes as presented. Seconded by
Mr. Bowles.

The minutes of March 14, 2005 a special meeting were presented to council
for consideration. Mrs. Branson made a motion to approve the minutes as
presented. Seconded by Mrs. Thompson.

Long, aye; Mr. Ransom, aye; Mrs. Thompson, aye. Mr. Bowles, aye.

Public Forum : Mr. Ed Richter of the Middletown Paper stated he was the new
representative for the paper to cover Carlisle and requested all agendas be
faxed to him.

Mayor Ellender gave the oath of office to Police Chief Tim Boggess , who has
been Carlisle’s Acting Chief for a year. Mr. Dan Chilton was hear for Chief
Boggess oath of office and presents Chief Boggess with his new wings and
penned (Chilton’s) wings on the Chief to wear.

Council Report: Mr. Bowles announced that the JEMS Board will be trying
something new, the officer in charge of the shifts will be responding to the
calls as backup for lifting and any other help they might have.

Mrs. Thompson asked if there were any response from the City of Franklin or
the Township in regards to his letter of consolidation. Mayor Ellender
stated none officially only that in the paper it stated that Franklin’s sub
committee is recommending to their council to participate. Nothing from the
Township.

Managers Report: Mr. Townsend requested a utility committee meeting on
Monday, March 28, 2005 at 6PM.




AN ORDINANCE ESTABLISHING THE FEDERAL EMERGENCY MANAGEMENT AGENCY – FEMA FUND; AND, AUTHORIZING THE DEPOSIT AND EXPENDITURE OF FUNDS FROM THIS ACCOUNT.

Discussion: This is to establish a new fund 230, to administer the funds
that we expect to receive reimbursing funds that we expended during the snow
emergency in December 2004. These funds will be transferred back into the
Road Fund where the monies were expended from .

Mrs. Long made a motion to suspend the rules and require the ordinance to
be read on three separate occasions and have the ordinances ready by title
only. Seconded by Mrs. Thompson.

AN ORDINANCE ESTABLISHING THE SR 123 RECONSTRUCTION FUND, PHASE V, FUND 413 AND, AUTHORIZING THE DEPOIST AND EXPENDITURE OF FUNDS FROM THIS ACCOUNT.

Discussion: This ordinance is to establish a new fund, 413 to administer the
state grant for SR 123 Reconstruction, Phase V. This will be administered as
the other Issue II projects that we have had in the past.

Mrs. Branson made a motion to suspend the rules and require the ordinance to
be read on three separate occasions and have the ordinances ready by title
only. Seconded by Mr. Winkler.

AN ORDINANCE TO MAKE REAPPROPRIATION/SUPPLEMENTAL APPROPRIATIONS FOR CURRENT EXPENSES AND OTHER EXPENDITURES FOR THE CITY OF CARLISLE, DURING THE FISCAL
YEAR ENDING DECEMBER 31, 2005, AMENDMENT NUMBER 2.

Discussion: This is to increase the appropriations for the current fiscal
year ending December 31, 2005. Increases are: $1,000 in the Park Fund for
repairs in Lions and Cook Parks from the storm damage. $5,000 in Land &
Building to cover gutters and downspouts for the service, police, fire and
community center buildings replacing an appropriation that was made in 2004
where the contractor went bankrupt and the appropriation expired. New
contractor ready to go. $7,200 in council to cover the Miami conservancy
flood study which will be reimbursed by Montgomery County through a grant;
$39,500 in council to cover transfers to SR 123 Reconstruction Phase IV and
V engineering. $16,500 in the new FEMA fund for the reimbursement of
expenses associated with the December snow storm $25,598 in the Park Capital
improvement Fund for the purchase of the lot next to the community center
per councils direction ; $3,500 in the SR 123
reconstruction phase IV fund for additional engineering for the project,
$36,000 in the SR 123 reconstruction phase v fund for the necessary
engineering. Total supplemental is $1334, 298.00.

ACCEPTING THE ANNEXTION TO THE CITY OF CARLISLE, OHIO OF CERTAIN TERRITORY PROPOSED TO BE ANNEXED TO THE CITY OF CARLISLE, OHIO PURSUANT TO A PETITION FILED WITH THE BOARD OF COUNTY COMMISSIONERS OF WARREN COUNTY, OHJIO BY
ASSOCIATE CONSTRUCTION, INC., AS PROVIDED BY OHIO REVISED CODE SECTION 709.023 (D), AND DECLARING AN EMERGENCY.

Discussion: This is the final step to formally accept the annexation of
Eagle Ridge Subdivision. This is the proposed ordinance along with a copy of
the Warren County Commissioners resolution of approval dated January 5,
2005.

AN ORDINANCE ADOPTING THE REZONING OF 14.027 PLUS OR MINUS ACRES OF LAND AT 500 CENTRAL AVENUE, 100 COMMERICAL WAY AND 200 COMMERICAL WAY FROM M-1 LIGHT MANUFACTURING DISTRICT TO B-2 GENERAL COMMERCIAL DISTRICT.

Mrs. Thompson made a motion to have the second and third reading as one and
seconded by Mrs. Branson.

Discussion :will be on the next agenda for the third reading.

AN ORDINANCE LEVYING SPECIAL ASSESSMENTS FOR STREET LIGHTING OF THE STREETS, LANES AND OTHER PUBLIC WAYS IN THE CITY OF CARLISLE, OHIO WITH ELECTRIC LIGHTING.

Discussion: will be on the next agenda for the third reading.



AN ORDINANCE AMENDING CHAPTER 206 GENERAL FEE SCHEDULE
OF THE CODIFIED ORDINANCES OF THE CITY OF CARLISLE.

Mr. Ransom made a motion to approve the ordinance, seconded by Mrs.
Thompson.
