CITY OF CARLISLE
COUNCIL MEETING MINUTES
March 14, 2005

A Special Meeting of the City of Carlisle was held this evening, March 14,
2005 in the Town Hall with Mayor Jerry Ellender presiding. The meeting
opened at 7:00 PM with the Pledge of Allegiance.


Roll call: Mr. Dennis Bowles, Mrs. Carry Branson, Mayor Jerry Ellender, Mr.
Randy Winkler, Mrs. Jennifer Long, Mrs. Mary Ann Thompson, Mr. John Ransom.

AN ORDINANCE AMENDING CHAPTER 882 MOTOR VEHICLE LICENSE TAX, SECTION 882.01 LEVY; PURPOSES, SECTION 882.03 RATE, AND SECTION 882.04 EFFECTIVE PERIOD OF THE CODIFIED ORDINANCES OF THE CITY OF CARLISLE.

Discussion: This ordinance is for amending Chapter 882 for us to capture
the $5.00 fee for license plates before Warren County does. Since the county
enacted their original tax under 4504.02 and the first additional tax under
4504.15; we are not able to implement the tax for the first or second
additional tax. The fourth additional tax available to the city under
authority of 4504.172 was enacted June 27, 1988. The third additional tax
however is still available; since the County has not yet adopted the second
additional county motor vehicle tax under ORC 4505.16. If the county is
successful in enacting their second additional motor vehicle license tax,
collections from Carlisle residents would go directly to the County for
improvements to roads within unincorporated areas. If Carlisle acts to
approve this ordinance this evening the revenue from Carlisle Residents
would come back to the City for use on improving roads within the city. The
county would continue to collect revenues from residents within the
unincorporated areas fro their purposes. This may not be done as an
emergency but there is no prohibition on waving the second and third
readings and passing the ordinance so as long as five members vote to wave
the second and third readings. Ordinance would not be in effective for
thirty days and would be subject to referendum n compliance with the law.

Mr. Ransom made a motion to suspend the rules and require the ordinance to
be read as one and wave the second and third readings of this ordinance.
Seconded by Mrs. Thompson.

Winkler, aye; Mrs. Long, aye; Mr. Ransom, aye; Mrs. Thompson, aye.

Mr. Ransom made a motion to adopt the ordinance, seconded by Mr. Winkler.

Roll call: Mr. Bowles, aye; Mrs. Branson, aye; Mayor Ellender, aye; Mr.
Winkler, aye; Mrs. Long, aye; Mr. Ransom, aye; ;Mrs. Thompson, aye.

Ordinance passed of this date will be entered into Ordinance Record Book as
4-05.


There being no further business Mr. Winkler made a motion to adjourn,
seconded by Mrs. Thompson.
