CITY OF CARLISLE
COUNCIL MEETING MINUTES
March 13, 2007

   

 

The regular meeting of the City of Carlisle was held this evening, March 13, 2007 in the Town Hall with Mayor Jerry Ellender presiding. The meeting opened at 7:00PM with the Pledge of Allegiance.

 

Roll call: Mr. Dennis Bowles, Mrs. Carry Branson, Mayor Jerry Ellender, Mr. Randy Winkler, Mrs. Jennifer Long. Absent were Mrs. Mary Ann Thompson, Mr. Tim Humphries.

 

Mrs. Long made a motion to excuse Mrs. Thompson, due to illness and Mr. Humphries, due to a conference in Washington. Mr. Bowles seconded the motion.

 

Roll call: Mr. Bowles, aye; Mrs. Branson, aye; Mayor Ellender, aye; Mr. Winkler, aye; Mrs. Long, aye.

 

The minutes of February 27, 2007 was presented to council for their consideration. Mr. Winkler made a motion to approve the minutes as presented, seconded by Mrs. Branson.

Public Forum: Mr. Steve Profitt, an honor student at the Carlisle High School spoke on a school project that the Honor Society is undertaking. The students are collecting clothing, food, personal hygiene items for the people at the Hope House. Donations can be dropped off at the Hillcrest Baptist Church.  Mr. Profitt asked if a flyer could be left at Town Hall and other business.  Mayor Ellender stated he did not mind the flyer posted at Town Hall but suggested he speak with the business individually whether they could post the flyers.   Mr. Townsend suggested using the cable channel for contacting the citizens.

 

Mr. Profitt also announced that his church is working on the One Life Foundation which serves the Aids victims of Africa. The government will match a grant for each donation of $17 to help monitor the food and their health.   Mr. Profitt asked what communities activities could be integrated in this program. Mrs. Branson suggested placing a booth at the Baseball opening days: (Girls – April 28th and Boys – May 5th) there is a large quantity of people who attends these activities. Meet with the Lion Club, and the only large activity that the City has going on is Rail Road Days.

 

Council Reports:  Mrs. Branson felt that since the remodeling of the Police Department is going on they should consider upgrading the sign to co inside with the rest of the city.

 

Mr. Bowles was in agreement but also included the Fire Department should upgrade their sign.

 

Mayor Ellender asked Mr. Bowles regarding the finance of the JEMS.  Mr. Bowles stated there had been no meeting set for the discussion but was aware that a presentation of the finances will be presented at the next meeting, March 22nd with Carlisle and Franklin Township.

 

Manager’s Report: Mr. Townsend stated that in the last council packet there was an annual adjustment to the General Fee Schedule.  Per our codification the general fee schedule is adjusted every March 1st. by a percentage of the three years inflation rate unless council takes action otherwise. The proposed fee increase is 3.1% which represents the average rate over the last three years. Also is an increase of 3.1% to the monthly water, sewer and trash rates.

 

Water rates were $4.11 per 1,000 gallons, increase to $4.24 per 1,000 gallons. Would go into effect April 1st.  The trash rates are will increase by 43 cents which will be a total of $14.18 and toter fee will be $1.34. At this time we do not need to increase the sewer rate.

 

Mrs. Long made a motion to delay the action on a fixed increase for sewer and all others will be increased. Seconded by Mr. Bowles.

Mayor Ellender announced to the residents of seeking volunteers to serve on the Charter Review Committee. If anyone wishes to volunteer please contact Flo at Town Hall @ 746-0555.

 

AN ORDINANCE ESTABLISHING THE EAGLE RIDGE TIF FUND, FUND 210; AND, AUTHORIZING THE DEPOSIT AND EXPENDITURE OF FUNDS FROM THIS ACCOUNT.

 

Discussion: Each TIF Fund will have its own designated fund to allow for the proper tracking of all receipts and expenditures of each fund. Requested fund is:

 

·        Fund 210 – Eagle Ridge TIF

·        Fund 211 – Indian Trace TIF

·        Fund 212 – Timber Ridge TIF

·        Fund 213 – Waterbury TIF

 

Mrs. Branson made a motion to suspend the rules that require the ordinance to be read on three occasions and have the ordinance read by title only. Seconded by Mrs. Long.

Discussion: Each TIF Fund will have its own designated fund to allow for the proper tracking of all receipts and expenditures of each fund. Requested fund is

AN ORDINANCE DETERMINING TO PROCEED WITH THE LIGHTING OF STREETS, LANES AND OTHER PUBLIC WAYS IN THE CITY OF CARLISLE, OHIO.

 

Discussion: this is the second step in the process of assessing the street lights.

 

On for the first reading, will be on the next agenda for the second reading.

 

AN ORDINANCE LEVYING SPECIAL ASSESSMENTS FOR LIGHTING PF THE STREETS, LANES AND OTHER PUBLIC WAYS IN THE CITY OF CARLISLE, OHIO WITH ELECTRIC LIGHTING.

 

Discussion:  This is for recovering 75% of the cost of operating streetlights in the city and 100% of the capital investment in lighting. There was $24,312 in capital improvements during the capital year 2006.  This is the final step in the process of assessing. This year’s assessments total $48,147.

 

On for first reading, will be on the next agenda for the second reading.

 

There being no further business Mr. Bowles made a motion to adjourn, seconded by Mr. Winkler.
