COUNCIL MEETING MINUTES
February 28, 2006

 

The regular meeting of the City of Carlisle was held this evening, February 28, 2006 in the Town Hall with Mayor Jerry Ellender presiding.  The meeting opened at 7:00PM with the Pledge of Allegiance.

Roll call: Mr. Dennis Bowles, Mrs. Carry Branson, Mayor Jerry Ellender, Mr. Randy Winkler, Mrs. Jennifer Long, Mrs. Mary Ann Thompson, Mr. Tim Humphries. 

The minutes of February 14, 2006 was presented to Council for consideration. Mrs. Thompson made a motion to approve the amended minutes. Seconded by Mrs. Long.

 Council Report: Mrs. Branson stated due to the rough railroad tracks her husband had a flat tire. Will contact Raga and keep him informed on what is happening. Suggest talking with Mike Turners office.

Mr. Humphries wanted to express his thanks to Eagle Mold for the donation of the Image Camera. Mr. Humphries questioned the procedures of reporting a street light out. Mr. Townsend stated to call Town Hall or Service Dept.  At this time we have 26 lights out that we are waiting on CG&E to fix.

 Mrs. Duffy reported the procedures are in the newsletter which will be out by the end of the week.  

Mrs. Long gave a thank you to the Sheriffs Department and the Drug Tacks Force for participating in the Prevention Fair.

Mayor’s Report: Mayor announced the Junior High Honor Society painted the new shelter at the Lions Park for  a project. Those that participated were Molly Ellender, Jessica Easterling, Kellee Callahan, Krystal Baker.

Committee Report: Mrs. Long, Chairperson for the Street Committee met this evening and announced the Phase IV project on St Rt 123 to begin Wednesday, March 1st. and the  the project is due to  finished by the end of July. Phase V project bid opening is Wednesday, March 1st and this project is to be finished by the end of July. This is to co-inside with the ODOT paving project to start in August. The intersection at Sunset will be closed for period of time. The paving project on Fairview Drive in the past has been broken out in different phases but is in dire need of repair, the  estimate is $63,000- $70,000. Up to $110,000 which is due to a number of factors, using base material which was apparently bad has caused a lot of damage to Fairview Drive. Also at the school need to  include the section of parking to the curb, paving all the way to the curve adds another 35,000.

Looking at Fairview Drive; $76,000; and Park Drive, $10,800 and resurfacing Central Ave.; $45,000; Phase IV project $340,000; Phase V, $490,085; Phase VI, $733,000; which leaves a balance of $1,036,885. Looking at the revenue Permissive Tax of $40,000; County Tax, $22,000; CVT Carryover, $37,000 Notes, $236,000; Issue Two Grants, $384,817; and the general fund of $56,000 leaves a total of $775,817.  Grand total of $261,068.  Phase VI  includes Sunset to Welcome Way (Dupps tracks), recommend to refine the numbers. Increases $90,000 general f und.  Street committee is recommending the Finance to look at the numbers.

On March 8th Chief Westerdorf and Jim Lucas will be attending the Franklin Township Trustees Meeting to ask them to formally past a motion to participate in the Fire Study. The RFP is contingent on finalization from the Franklin Township Fire Dept data. 

AN ORDINANCE APPROVING THE EDITING AND INCLUSION OF CERTAIN ORDINANCES AND A RESOLUTION AS PARTS OF THE VARIOUS COMPONENTS CODES OF THE CODIFIED ORDINANCES, PROVIDING FOR THE ADOPTION OF NEW MATTER IN THE UDATED AND REVISED CODIFIED ORDINANCES, REPEALING ORDINANCES AND RESOLUTIONS IN CONFLICT THEREWITH, AND DECLARING AN EMERGENCY.

Discussion: This ordinance is for approving the 2005 changes made to the codified codes. All changes were made for the updates.

Mrs. Thompson made a motion to suspend the rules that require the Ordinance to be read on three separate occasions. Seconded by Mrs. Branson.

AN ORDINANCE PROVIDING FOR THE ISSUANCE OF $415,000 OF RENEWAL BOND ANTICIPATION NOTES, SERIES 2006b (COMBINED), BY THE MUNICIPALITY OF CARLISLE, OHIO IN ANTICIPATION OF THE ISSUANCE OF BONDS, AND DECLARING AN EMERGENCY.

Discussion: This note is merging the $337,500 and $100,000 notes that were issued for the original purchase of land. This represents a reduction of $22,500.

AN ORDINANCE TO MAKE REAPPROPRIATION/SUPPLEMENTAL APPROPRIATIONS FOR CURRENT EXPENSES AND OTHER EXPENDITURES FOR THE CITY OF CARLISLE, DURING THE FISCAL YEAR ENDING DECEMBER 31,2006; AMENDMENT NUMBER 1.

Discussion: Five areas that needed to be increased: Finance, $8,275; for medical insurance. Road Fund, $2,500 for overtime expenses. SR123/Contr-Phase V fund, $4,526.50; additional outside consulting for soil boring for the reduction of the hill on Sunset drive. Water Fund, $2,000 for overtime expenses. Refuse Fund, $1,000 for medical insurance expenses.

Mrs. Branson made a motion to suspend the rules that require the ordinance to be read on three separate occasions. Seconded by Mrs. Thompson.

A RESOLUTION DECLARING IT NECESSARY TO PROVIDE FOR LIGHTING THE STREETS, LANES AND OTHER PUBLIC WAYS IN THE CITY OF CARLISLE, OHIO WITH ELECTRIC LIGHTING DURING THE YEAR 2006 AND AUTHORIZING THE ASSESSMENTS FOR THE COST AND EXPENSES THEREOF UPON ALL LOTS AND LANDS LYING AND BEING WITHIN THE CORPORATE LIMITS OF SAID CITY.

Discussion: This is the first step in the three step process to finalize the assessment of 75% of the street lighting electrical cost. Certified to the County Auditor by September 11th for collection in 2007.  This is on for the first reading.  

There being no further business Mrs. Thompson made a motion to adjourn, seconded by Mrs. Branson.
