CITY OF CARLISLE
COUNCIL MEETING MINUTES
February 24, 2004
The regular meeting of the City of Carlisle was held this evening, February 
24, 2004 in the Town Hall with Mayor Jerry Ellender presiding. The meeting 
opened at 7:15PM with the Pledge of Allegiance and roll call.

Roll call: Mr. Dennis Bowles, Mrs. Carry Branson, Mayor Jerry Ellender, Mr. 
Randy Winkler, Mrs. Jennifer Long, Mrs. Mary Ann Thompson, Mr. John Ransom.

The minutes of February 10, 2004 were presented to council for 
consideration. Mr. Ransom made a motion to approve the minutes as 
submitted. Seconded by Mrs. Thompson.

Roll call: Mrs. Branson, aye; Mayor Ellender, aye; Mr. Winkler, Mrs. Long, 
aye; Mr. Ransom, aye; Mrs. Thompson, aye. Mr. Bowles, aye.

Council Report: Mr. Bowles announced that at previous meeting he stated that 
the JEM were going to purchase a new ambulance. At this time they are 
looking at refurbishing the 1999. The estimated cost at this time for 
refurbishing is $67,332 compared to spending $112,- $157,000 for a new 
ambulance at this time. JEMS has five ambulances with the oldest being a 
1986, this one they use only as a backup. JEMS is also in the process of 
looking into a State Wide Mutual Aid Agreement.

Mr. Ransom stated he is still receiving complaints regarding the railroad 
tracks by the police station. Mr. Townsend stated he would have Mr. Brown 
contact the railroad company again. The railroad and us have a difference of 
opinion regarding the tracks.

Mrs. Thompson thanked all of those who attended the candidate forum on 
Sunday. The cable station will be airing the film on Friday, Saturday and 
Sunday.

Mayor’s Report: Received a letter from the Franklin Community Food who does 
serve not only Franklin but also Carlisle people. They are requesting a 
donation of $1500.

Mr. Ransom made a motion to donate $1500 to the Franklin Community Food 
Pantry. Seconded by Mr. Bowles.

Mrs. Thompson stated she has had a complaint regarding the Carlisle Post 
Office being open only 2 hours on Wednesday. As it is they are closed from 
11:30 – 1PM the rest of the week. Request to contact the postmaster to 
extend the hours of the post office.

Managers Report: Mr. Townsend stated the OML luncheon is March 17, 2004, 
Deadline for reservations are March 12. Contact Flo if interested in 
attending.

On February 16, we received one bid for trash. Rumpkee gave us a bid for 
three years with an increase of $1.20 for the contract terms, requesting 
this is accepted and passed as emergency due to the contract running out 
March 11th.

At this time will not increase the trash fund, looks like we can stay in the 
black for 2004. We are hoping to hold the rates for the next three years.

We will have the ability to issue dog license through the Carlisle Courts. 
Will be meeting with the Dog Warden this week for all of the details. The 
city will receive $.75 per license being an agent for the county. Kennel 
license will still go through the county. Will issue dog license starting 
March 1, 2004.

Committee Reports: Chairperson, Jennifer Long stated the Street Committee 
met and recommends that staff re-prioritize the streets and update the price 
list. The committee recommends staying with the 2004 street plan which will 
pave Meadowlark and the south end of Sunset.

New Business: Liquor Transfer for Carlisle Sunoco, listed under the 
corporation of Hawkstone Associates. Recommending to allow them to have the 
permit and not request a hearing

A RESOLUTION AUTHORIZING THE MANAGER TO ENTER INTO AN AGREEMENT WITH WEIDLE 
CORPORATION FOR CONSTRUCTION OF PUBLIC IMPROVEMENTS ON STATE ROUTE 123 AND 
EMERGENCY.

Discussion: This Ordinance is for signing an agreement with Weidle 
Construction for the Phase III project of SR 123. This phase will be from 
Union Road past Jubilee and Dolmans to the underpass. Everyone has signed 
the work permits so there will be no hold up. There were five bids 
submitted with Weidle being the lowest at the cost of $144,488.95. Not 
exercising the alternate bid. Pre construction meeting is scheduled for 
March 3, 2004 and the work should begin April 1, 2004. This will include 
curbs, gutters and sidewalks.

Mr. Ransom made a motion to suspend the rules and require the ordinance to 
be read on three separate occasions and have the ordinance read by title 
only. Seconded by Mr. Winkler.

aye; Mr. Bowles, aye; Mrs. Branson, aye; Mayor Ellender, aye.

Mrs. Long made a motion to adopt the ordinance, seconded by Mr. Bowles.

aye; Mr. Bowles, aye; Mrs. Branson, aye; Mayor Ellender, aye.

AN ORDINANCE APPROVING THE EDITING AND INCLUSION OF CERTAIN ORDINANCES AND A 
RESOLUTION AS PARTS OF THE VARIOUS COMPONENT CODES OF THE CODIFIED 
ORDINANCES, PROVIDING FOR THE ADOPTION OF NEW MATTER IN THE UPDATED AND 
REVISED CODIFIED ORDINANCES, REPEALING ORDINANCES AND RESOLUTIONS IN 
CONFLICT THEEWITH.

Discussion: This is an annual ordinance for approving the addition to the 
codified code. The vast changes are in the traffic code section. Which at 
this time our law director is reviewing, will be making some changes to our 
local ordinances so that the city receive the money instead of the state 
when someone is fined in court.

This is on for the first reading and will be back on the agenda for the 
second reading at the next council meeting.

AN ORDINANCE AMENDING SECTION 1272.06 PARKING AND STORAGE OF VEHICLES OF THE 
CODIFIED ORDINANCES OF THE CITY OF CARLISLE.

Discussion: Mayor Ellender stated at the last meeting there was some 
confusion on exactly what was determined for the changes to this ordinance 
for verbiage and would suggest holding a work session before the next 
meeting to correct the verbage in the ordinance. This will be on the next 
council meeting for the third reading.

There being no further business Mrs. Thompson made a motion to adjourn and 
seconded by Mr. Ransom.
