The regular meeting of the City of
Carlisle was held this evening, January 23, 2007 in the Town
Hall with Mayor Jerry Ellender presiding. The meeting opened
at 7:00PM with the Pledge of Allegiance.
Roll call: Mr. Dennis Bowles, Mrs. Carry
Branson, Mayor Jerry Ellender, Mr. Randy Winkler, Mrs Jennifer
Long, Mr. Tim Humphries. Absent was Mrs. Mary Ann Thompson.

Mrs. Long made a motion to excuse Mrs.
Thompson due to being on vacation. Seconded by Mr. Winkler.

The minutes of January 9, 2007 was
presented to Council for consideration. Mr. Winkler made a
motion to approve the minutes as presented. Seconded by Mrs.
Long.
Public Forum:
Mayor Ellender stated there were three
firefighters here tonight to be given the oath of officer for
their promotions. Mr. Rodney Bell, Captain, and Mr. Robbie
Miller and Mr. Jeremy Rowland, Lieutenants for the Carlisle
Fire Department. These gentlemen were presented new command
helmets and badges which were pinned on my Assistant Chief
Robert Miller.
Mr. Jeff King, full time Police Officer
was given the oath of office by Mayor Ellender.
Council Reports:
Mr. Bowles announced that the JEMS had
their first committee meeting, which begins the study for the
organization with out the City of Franklins participation.
Next meeting scheduled for February 7th.
Mr. Humphries wished to congratulate the
service personnel and also to recognize the charter members of
the Lion Club who has served for 50 years. Two of the four men
had perfect attendance. Mr. Humphries thanked the Mayor for
attending and giving a speech.

Manager’s Report: Mr. Townsend is
attending the OMCA Conference.
Committee Report: Mr. Bowles stated the
Fire Dependency Board had a Re-organizational meeting only.
Old Business: Presentation from JEMS: Dr.
Jason Pickett, Medical Director. Dr. Pickett stated he is a
physician with Wright State University and the Assistant
Medical Director for JEMS. Dr. Pickett gave an overview of
what JEMS provides for our citizens. There are 17 EMT Basics,
10 EMT Intermediate and 26 Paramedics. The different levels
provided are EMT Basics; provide the basic in first aid, the
Intermediates administer medication and perform some
procedures. Paramedics administer medications, and perform
some surgical procedures when needed. Basically JEMS is a
mobile/emergency room, and they have the ability to handle
life threatening emergency out in the field. Their training
consist for a Basic EMT, 140-200 hours, Intermediate, several
more hours on top of that. Paramedics, 102 hours of training.
They have a 48 hour continuance education requirement. Also
provided for the EMTS are monthly continuing education classes
held at the station. There is online continued education
available to all personnel, conferences and seminars, and
yearly protocol testing. Personnel needs to be 100% up to
speed on protocol and procedures and medications.
Re-certification training. Dr. Pickett stated what’s special
about the JEMS is they carry and administered more medication
than any other service, perform sedations, do mast procedures
and have experience personnel, some with 15 years of service.
What the EMTs see in the future are options for more pain
control, options of control of air way; better training,
online continuing training, regular case reviews, cadaver lab
training and another physician joining the group, and more co
-operation with other EMS Squads.
AN ORDINANCE TO MAKE
REAPPROPRIATION/SUPPLEMENTAL APPROPRIATIONS FOR CURRENT
EXPENSES AND OTHER EXPENDITURES FOR THE CITY OF CARLISLE,
DURING THE FISCAL YEAR ENDING DECEMBER 31, 2007, AMENDMENT
NUMBER 1.
Discussion: Two increases: (1) $9,624.85
is needed in the SR 123 – Phase IV fund for expenses related
to the project. (2) $76,500 is needed in the SR 123- Phase VI
fund for engineering and inspection expenses relating to
project. Total request is $86,124.85.
Mrs. Long made a motion to suspend the
rules that require the ordinance to be read on three occasions
and have the ordinance read by title only. Seconded by Mr.
Winkler.

A RESOLUTION DECLARING IT NECESSARY TO
PROVIDE FOR LIGHTING THE STREETS, LANES AND OTHER PUBLIC WAYS
IN THE CITY OF CARLISLE, OHIO WITH ELECTRIC LIGHTING DURING
THE YEAR 2007 AND AUTHORIZING THE ASSESSMENTS FOR THE COST AND
EXPENSE THEREOF UPON ALL LOTS AND LANDS LYING AND BEING WITHIN
THE CORPORATE LIMITS OF SAID CITY.
Discussion: This resolution is on the 2nd
reading. Will be on the next agenda for the 3rd
reading.
Mr. Wallace stated that the Police
Department has been moved to the City Building for the present
time. Have removed the insulation and will be having the
final air quality test done, then will move back into the
cleaned building. There were two types of toxic mold found in
the building. When we receive the totally clean check then we
will start remodeling the building and move back into. Mr.
Townsend has contacted LJB to design a gable roof for the
building and will notify when the cost is prepared.
There being no further business Mr.
