The regular meeting of the City of Carlisle was held this
evening, January
11, 2005 in the Town Hall with Mayor Jerry Ellender
presiding. The meeting
opened at 7:00PM with the Pledge of Allegiance.
Roll call: Mr. Dennis Bowles, Mrs. Carry Branson, Mayor
Jerry Ellender, Mr.
Randy Winkler, Mrs. Jennifer Long, Mrs. Mary Ann Thompson,
Mr. John Ransom.
Tonight is the re-organization for the City Mayor Ellender
asked that
council appoint the boards and committees at this time:
Planning Commission
has three vacant seats, Mrs. Thompson made a motion to
appoint Mr. Les
Earnhart and Mr. Robert Rogers. There will still be one seat
available for
the Planning Commission. Personnel Board has one vacant seat
and Mr. Ransom
made a motion to appointed Mr. Mike Miller. Zoning Board of
Appeals has
three vacant seats and Mrs. Thompson made a motion to
appoint Mr. Ted Groth,
Mr. Greg Minge and Mr. Ralph Bell. The Park Board has two
vacant seats and
Mrs. Branson made a motion to appoint Mrs. Vicky Clay and
Mrs. Michelle
Whitaker. The Minimum Housing Board has two vacant seats and
Mrs. Thompson
made a motion to appoint Mr. Gary Jones and Mr. David Shough.
Mayor Ellender
suggested that unless a member of council wishes to change
the council
members will remain on the same committees and boards as
before.
Mr. Ransom made a motion to appoint council and the
following members to
serve on the committees and boards as appointed. Seconded by
Mrs. Thompson.

The minutes of December 14, 2004 were presented to Council
for
consideration. Mr. Ransom made a motion to approve the
minutes as
presented. Seconded by Mrs. Thompson.

The minutes of December 21, 2004, a special meeting were
presented to
Council for consideration. Mrs. Branson made a motion to
approve the minutes
as presented. Seconded by Mrs. Thompson.

The minutes of January 8, 2005, Emergency Special Meeting
were presented to
Council for consideration. Mr. Bowles made a motion to
approve the minutes
as presented. Seconded by Mrs. Branson.

Public Forum: Chairperson Marcia Jones and Council woman
Carry Branson
presented plaques to the winners of the Home Decorating
Contest. Hall of
Fame. Mr. John Westerfield of 355 Ethelrob Circle; Most
Original, Mr. & Mrs.
Dave Patrick; of Glen Drive; Most Traditional, Mrs. Ethel
Sheets of 118
Arthur Ave; Most Festive, Mr. & Mrs. Fred Alcorn.
Mayor Ellender presented Mr. Bob Alexander of the Franklin
Area Community
Food Service a $50 check from LJB, the Cities Engineers, to
help with the
pantry. Also Mayor Ellender made a motion for the City to
donate $1500 to
the Franklin Pantry, seconded by Mrs. Branson.

Council Report: Mr. Ransom questioned if the RR Company were
going to fix
the tracks? Mr. Townsend stated that he has asked Gaylon to
start getting
quotes for repairs that we will probably have to do some
work ourselves on
this weather permitting.
Mrs. Long commended the service department on the snow
removal.
Mrs. Thompson commended the service department and all city
staff for a job
well done during the snow and flood.

Managers Report: Expressed his gratitude to the service
workers on a job
well done during the snow removal and the flood. Frank Young
of Warren
County also expressed his gratitude toward the three
entities working
together so well. Have applied for Federal Assistance which
will start from
Dec. 22nd through the flood and will continue until there is
a stop in the
situation. Gaylon has submitted a snow report which was also
provided to
Frank Young and have sent this off to the state with ball
park estimates on
the flooding situation. Have restocked salt and also would
like to thank the
sub contractors who also helped the city in removing snow.
There will be an
assessment team from Warren County and the Red Cross who
will be coming in
and assessing the damage to the city.
The Housing Committee Tour will be scheduled after Carry and
Greg look at
their schedules.
There being no further business Mrs. Thompson made a motion
to adjourn,
seconded by Mr. Ransom.
