Carlisle City Council Minutes

CITY OF CARLISLE
COUNCIL MEETING MINUTES
January 10, 2005

The regular meeting of the City of Carlisle was held this evening, January
10, 2006 in the Town Hall with Mayor Jerry Ellender presiding. The meeting
opened at 7:00PM with the Pledge of Allegiance.

Roll call: Mr. Dennis Bowles, Mrs. Carry Branson, Mayor Jerry Ellender, Mr.
Randy Winkler, Mrs. Mary Ann Thompson, Mr. Tim Humphries, Mrs. Jennifer
Long.

Mayor Ellender gave the oath of office to the newly elected council members:
Mrs. Thompson, Mr. Winkler, Mr. Bowles, and Mrs. Branson.

Re-organizational Meeting :

The Mayor suggested that council members serve on the same committees and
boards unless there is some problem. Council was in agreement.

Mrs. Thompson announced that Mrs. Branson will be the representative to the
Park Board, that she will stay on the board to help.

Mrs. Branson announced that due to working full time she would not be able
commit to the Housing Reinvestment Board. Council appointed Mrs. Thompson
to replace Mrs. Branson and Julie Duffy will replace Ron Hovell as the
Finance Director
Council appointed Mr. James Lickliter to the Personnel Board.

The current members of the Minimum Housing Board which to continue there
service.

Mrs. Duffy will replace Mr. Hovell on the Ohio Records Commission. Council
member Tim Humphries will serve on the Adhoc Fire Committee with Mr. Winkler
and Mr. Bowles.

Contact the Clubs on members to serve on the Compensation Board.

Clerk asked to advertise for the vacant seats and also to see if someone
would like to become the City Historian.

Mrs. Thompson made a motion to adopt the 2006 Council Committees, Commission
Appointments. Seconded by Mr. Bowles.

Long, aye; Mrs. Thompson, aye; Mr. Winkler, aye; Mr. Humphries, aye.

The minutes of December 27, 2006 was presented to Council for consideration.
Mrs. Branson made a motion to approve the minutes as presented. Seconded by
Mrs. Thompson.

Roll call: Mr. Bowles, aye; Mrs. Branson, aye; Mayor Ellender, aye; Mr.
Winkler, aye; Mrs. Long, abstained; Mrs. Thompson, aye; Mr. Humphries, aye.

Home Decorating Awards were presented to the following winners:

Most Festive: Patrick & Jackie McGuire, 160 Walnut Avenue
Most Traditional: Billy Jo Campbell, 201 Quail Run Ct.
Most Elegant: Paul Back, 201 Auburn Meadows
Most Original: Charles & Devanda Denison, 1009 Sheri Lane
Hall of Fame Winner: Mrs. Ethel Sheets, 118 Arthur Avenue.

Mayor Ellender announced that a Deputy Mayor needed to be appointed. Mrs.
Branson made a motion to appoint Mrs. Thompson as Deputy Mayor and seconded
by Mrs. Long.

Long, aye; Mrs. Thompson, aye; Mr. Winkler, aye; Mr. Humphries, aye.

Mayor Ellender stated that the 2nd and 4th Tuesday will be council meetings.
Also presented for approval was the council schedule for the year of 2006.
Mrs. Branson made a motion to approve the council schedule, seconded by Mr.
Winkler.

Council Report: Mr. Humphries stated he wanted to commend Mr. & Mrs.
Egleston, 8132 Meadowlark Drive, they had 15 bags of recycling, sorted bags
for plastic, paper etc. Mr. Humphries wanted to thank everyone else who is
participating in recycling.

Mayor’s Report: Mayor Ellender announced that he had received the ballot
language (1974 Liquor Ballot) from Montgomery County. There were more no
votes than yes. It seems to have created a ban on hard liquor which does not
effect the sale of beer or wine. The Law Director is reviewing this and will
have an opinion by the next council meeting.

Mayor Ellender announced that there will be a Special Fire Levy on the
ballot, February 7th . This means we would withdraw from JEMS and have our
own combined fire and medical services. At this time we have 1.8 mil which
goes to JEMS and 2.0 mil for the Fire. 308 mil which is really the same as
we have now but will take away from the JEMS and give to Carlisle. This
will help our ISO rating which we are in jeopardy of losing. If we lose our
ISO rating this could increase our home insurance by 18-20%.

Manager’s Report: Asked Clerk to check on schedules of everyone for the
annual tour.

Mayor asked for a Finance Committee meeting at 6:30PM, January 24th to be
held.

AN ORDINANCE AMENDING CHAPTER 1423, SECTION 1423.01 OF THE CODIFIED
ORDINANCE OF THE CITY OF CARLISLE AND DECLARING AN EMERGENCY.

Discussion: Ohio Building Code adopted in 2004 approved new residential
building code, most of the code stayed the same except changes for the
gasoline inspections. The inspections had been done by the utility
companies. Then the OBOA code made the local building departments
responsible for testing. The OBOA code is based on the International Fuel
Gas Code, while Cinergy inspects to the National Fuel Gas Code.

This ordinance is amending Chapter 1423 of the City Code to delete section
G2417 (406) Inspection, Testing, and Purging of the OBOA Residential Code.
By deleting the section, responsibility for inspections will fall to the
local utility company utilizing their own set of standards and
documentation.

Mr. Winkler made a motion to suspend the rules and require the Ordinance to
be read on three separate occasions and have the ordinance read by title
only. Seconded by Mrs. Thompson.

Mrs. Thompson made a motion to approve the ordinance, seconded by Mr.
Bowles.

Ordinance passed of this date will be entered into Ordinance Record Book as
1-06.

There being no further business Mr. Bowles made a motion to adjourn,
seconded by Mr. Winkler.
